Seventh Conference on China-ASEAN People-to-People Friendship Organizations

The Seventh Conference on China-ASEAN People-to-People Friendship Organizations, with the theme of "Solidarity, Friendship, Cooperation,Development " , co-sponsored by the Vietnam Union of Friendship Organizations (VUFO) and the Vietnam-China Friendship Association (VCFA) was held in Hanoi from August 16 to 17. The delegation of China-ASEAN Association led by President Gu Xiulian, and representatives of the people-to-people friendship organizations     

毕节发展型党组织建设启示

落实党的基本路线,搞好发展这一第一要务,实现人民群众的根本利益,是党组织和党员干部的职责所在,也应当成为价值取向和目标追求。2011年8月,毕节试验区启动发展型党组织的创新实践,充分调动各级党组织和广大党员干部的积极性,既实现了党组织和党员干部自身的科学发展,又必将推动经济社会的发展,为社会主义现代化建设提供保障。     

论信用卡诈骗案件的现状与发展趋势

本文通过对信用卡诈骗案的收集和整理,系统分析了目前我国信用卡诈骗案的现状、特点和发展趋势,并且针对信用卡诈骗手段的不断更新,向公安人员提出了应该具有的侦查能力和技术手段。     

严疏结合疏密有致 --论和谐社会中的刑事法网结构

当前,党中央明确提出了“构建和谐社会”的目标。作为国家治理社会的手段之一,犯罪网结构的设置理应遵循这一目标的要求。所以,应克服盲目求“严”而适当求“疏”,真正做到刑事法网的严疏有致,力求和谐统一,为和谐社会的构建提供刑法保障。     

论和谐政府的存在依据及构建路径

从市场失灵到政府失败对建构什么样的政府提出了新的要求.建设和谐社会必须首先构建和谐政府,构建和谐政府必须从政府转型、崇尚法治、营造行政文化等方面着手.     

Embedded Government Control and Nonprofit Revenue Growth

This research combines insights from resource dependence and institutional theories to examine the growth of Chinese nonprofit revenues. The authors propose the concept of embedded government control (EGC) to capture the complexity of the government–nonprofit relationship along two dimensions: government regulation of nonprofits’ public fund‐raising qualifications and the political embeddedness of nonprofits with the government. Using a data set of 2,159 Chinese philanthropic foundations for the period 2005–12, the authors test hypotheses about the implications of EGC for nonprofit revenues in China following two major external shocks: the Wenchuan earthquake in 2008 and the Guo Meimei scandal in 2011. The empirical analysis shows that EGC can help philanthropic foundations obtain more government subsidies, donations, and market revenues. However, external shocks may either strengthen or weaken the enabling role of EGC in helping foundations acquire relatively more donations.     

略论抗日战争时期党对领导制度的探索

在抗日战争期间,党依据所处的内外环境和政治任务的不同,对领导制度进行了不断的探索,大致可以分为三个阶段,即抗日战争战略防御阶段前后、抗日战争战略相持阶段、抗日战争战略反攻阶段.本文对这一探索的过程、内容、特点做了初步的探讨.     

Hukou and land: market reform and rural displacement in China

Scholarship about the Chinese hukou (household registration) system has focused on the advantages and entitlements associated with urban hukou. This paper shifts attention to the key entitlement provided by rural hukou – village land. While early hukou reforms were mainly designed to open up urban labor markets to rural migrants, recent reforms have also begun to open up rural land markets, by replacing hukou-based land rights with market-based rights. These reforms are designed to facilitate land concentration and the transfer of land to outside developers and agribusiness companies, which has been hindered by hukou-based land rights. Underlying the reforms is the government's agenda of promoting large-scale agriculture and urbanization, both of which require the removal of a large portion of the rural population from the land. By focusing on land rights rather than urban benefits, this paper provides a new perspective on the evolution of the hukou system, and highlights the negative implications of recent reforms for livelihood security in the countryside.     

膀胱功能障碍及相关残疾标准的比较研究

排尿功能状况的客观准确评估是法医临床学鉴定中的难点之一.2017年1月1日实施《人体损伤致残程度分级》标准,对膀胱损害残疾划分指标、原则与国外标准仍存在较大差异.本文比较了《人体损伤致残程度分级》与国内外其他伤残标准中膀胱损害的相关内容,提出了完善《人体损伤致残程度分级》标准相关内容的建议.同时介绍了尿流动力学检查在膀胱功能障碍鉴定中的价值.     

关于公安行政执法程序的思考

“重实体、轻程序”是公安行政执法中长期以来难以解决的问题。本文围绕公安行政执法的程序 ,论述了下述三个方面的问题 :1.产生“重实体、轻程序”这一问题的根源 ;2.从自然正义的角度分析公安行政执法程序的现状 ;3.从形式正义的角度分析公安行政执法程序发展的必然趋势。
