This article argues that the energy and environmental policy areas in Congress are no longer considered components of the government management dimension. The two policy areas have separated from the government management dimension constructed by Clausen and are now distinct and autonomous Congressional policy areas. The models of roll call voting for energy and environment issues are very different. Energy is tied more closely to technical considerations while environmental issues are more emotional and more closely tied to quality of life concerns.  相似文献

Improvement in the ability of universities in the United States to transfer technology to the private sector is seen as a factor in strengthening American competitiveness. To better understand the university's role in this process, a survey of formal university programs in technology transfer was performed through personal interviews at four midwestern land-grant universities. There are six basic types of programs in place: technical assistance, affiliate, licensing, business development, incubators and research parks, and information networks. For purposes of classifying these programs, we used the model developed by Janis et al. (1) It was found that, of the six modes of technology transfer, two could be considered active, three semi-active and one passive.  相似文献

This paper describes a case of a neonate with disseminated herpes simplex born to a 14-year-old asymptomatic mother. The infant's physical examination was normal at birth, and subsequent abnormalities were so subtle that infection was not recognized during life. Postmortem cultures of liver and spleen grew herpes simplex virus, and immunofluorescent direct antibody typing revealed Type 2. A cervical culture of the mother obtained after the infant's death was negative.  相似文献

The chronological order in which two intersecting writing or typed strokes were made can be determined for several combinations of writing media by scanning electron microscope (SEM) examination, a lifting and transfer technique using Kromekote paper, or a combination of the transfer technique followed by SEM examination of the remaining material in the intersection. When non-destructive examination cannot provide unambiguous determination of sequence, judicious choice by the document examiner of which technique to use for a given combination of writing media and paper type can be made using known characteristics of the materials involved. The range of line-crossings which can be reliably sequenced is greater using a combined transfer and SEM technique than when the examination is limited to either technique alone.  相似文献
