农村青年干部为何留不住——基于社会认同视角下的实证分析

青年对农村干部这一职业群体社会认同程度在入职前后出现的由高到低转变,导致了其从选择进入农村干部群体到主动从乡镇村岗位中流出,在其中,自我认同、社会及组织环境发挥了重要作用。在重构自我认同和追逐自尊的过程中,择业青年选择进入农村干部队伍。但由于现代性社会风险的压力,青年在基于追求安全感的自我认同建构中呈现出高度的危机意识和带有焦虑色彩的上进意识,并在职业的稳定性中表现出来。同时,在社会比较、体制内的政策冲突和组织隐性规则下,农村青年干部遭受了群体外部积极性构建失败和群体内部合法性的持续瓦解。在目前,构建农村干部群体的社会意义系统应成为维持农村青年干部稳定性的重要方向。

农村社会保障法律关系错综复杂,政府、社会及农民在农村社会保障中既有相应的权力(利),也要履行一定的义务。行政法、经济法和社会法各自具有独特的法律价值和调整对象,本文分别基于这三个法域检视农村社会保障法律制度构建中的政府责任,考察农村社会保障法律制度构建中政府责任的越位和缺位,反思政府在构建农村社会保障法律制度中所发挥的主导和基础作用,提出在社会法视阈下政府应定位在承担法律制度构建、财政支撑和监督管理之责任。

农村社区建设的财政困境与对策研究

目前,农村社区建设的主要困难就是资金不足。资金不足主要体现在财政转移支付投入面宽量少,执行上存在制度漏洞;农村乡镇以及村屯自身能力不足,无法通过自身收入充分行使建设农村社区并保障其正常运行的职能;村民自筹困难重重等方面。对此,本文提出以下建议:设立农村社区建设专项资金,建立监督体制;采取不同形式,培养并提高乡镇和村屯自身建设能力;组建专门的农村社区管理委员会,对农村社区建设进行系统规划;以税收优惠等手段鼓励企业等社会力量投入农村社区建设。
