Ronald Reagan defined his federalism program in terms of returningpolitical power to state and local governments. In practice,he was Janus-faced with respect to his views on domestic policyissues. His "public" face emphasized initiatives promoting areturn of political power to the states and local governments.His "silent" face encouraged additional centralization of politicalpower in several functional areas, and he signed bills prohibitingstate economic regulation of certain industries. Most of Reagan'sinitiatives were administrative, and increased to a limitedextent the discretionary authority of states. In general, thepresident favored a smaller federal regulatory role but notnecessarily a larger state and local government role. He signedtotal preemption bills granting greater freedom of action tothe banking, communications, and transportation industries,and tax sanction and crossover sanction bills. At the closeof his administration, intergovernmental relations were morecoercive than they had been in 1980.  相似文献

Few researchers have studied trajectories of stress over time in relation to psychosocial outcomes and behaviors among adolescents. A sample of African American adolescents were assessed longitudinally on perceived stress, psychological well-being, support, antisocial behaviors, and academic success. Patterns of stress over 4 time points were developed using a cluster-analytic approach. Differences among the trajectory clusters were examined using psychosocial outcomes and behaviors. Adolescents with chronic levels of stress reported more anxiety and depression, engaged in antisocial behaviors, and reported less active coping than youth in other trajectories. Adolescents with low levels of stress over time reported fewer psychological problems, perceived more social support, and were more likely to graduate from high school than those with higher stress levels over time. We also found that an increase in stress coincided with a lack of support and more psychological problems over time.  相似文献

President Bush approved 64 preemption acts during 2001–2005.Fifteen acts were responses to the September 11, 2001, terroristattacks, and five acts extended sunset provisions. The otheracts removed specified powers from states in the fields of banking,commerce, energy, environmental protection, finance, foreigncommerce, health, intellectual property, safety, taxation, telecommunications,and transportation. Only the two Internet taxation prohibitionacts have a major impact on state governments by depriving themof billions of dollars in tax revenues that could be used toexercise their reserved powers. The other acts are minor oneson the periphery of state exercised powers compared to lawsenacted in the period 1964–1999.  相似文献

In order to assess the nature of threat assessment activity pertaining to members of Congress, 4387 cases involving threatening and other problematic contact were analyzed. The cases were studied regarding subject characteristics, articulated motives, as well as several aspects of contact behavior in relation to approach behavior. Approachers were significantly less likely to have articulated threat language prior to or during their contacts and were also less likely to have stated a policy grievance (foreign or domestic) as the source of their concern. Further, approachers were substantially more likely to have expressed help seeking requests as part of their prior and approach-related contacts and were less likely to have had racial or sexualized content within their contacts. Approachers were also significantly more likely to have had a criminal record as well as displayed symptoms suggestive of major mental illness. Subjects engaging in approach behavior were also less likely to have used an alias, were less likely to be a direct constituent of the target and were more likely to have contacted multiple congressional targets. The implications for threat assessment activity are discussed.  相似文献

The purpose of this paper is to assess the effects of data aggregation on a specification of the relationship between sex and arrest rate trends. The analysis focuses on the empirical implications when arrest data are aggregated across dimensions that are likely to affect the sex-crime relationship. The data for the analysis consist of 4,119,358 male and female adult arrests in New York State for the 13-year period ending in 1984. Results indicate that race, regional differences, and the legal seriousness of the arrest charge produce significantly different patterns of sex convergence across time. On the basis of these results, we suggest serious limitations in past analyses of female crime rates and in the value of Uniform Crime Report (UCR) data for addressing theoretically relevant questions concerning the social correlates of official crime.  相似文献

In a case of first impression, and one of the few cases interpretingthe statute at issue, a district court in New York City hasheld that the Audio Home Recording Act, 17 USC sections 1001et seq. (‘AHRA’), does not immunize a distributorof digital audio recording devices (DARDs) from copyright liabilitywhen the infringement claims are based on the distributor'sallegedly infringing activity in its simultaneous role as asatellite radio broadcaster. The case illustrates the ambiguousnature of digital transmissions, which can be treated as distributionsof musical works as well as digital performances.  相似文献
