THE TIMING OF DELINQUENT BEHAVIOR AND ITS IMPLICATIONS FOR AFTER-SCHOOL PROGRAMS*

Research Summary: This study examines self-reports from two samples to assess the timing of delinquency. Results imply that the after-school hours are a time of elevated delinquency, but that the peak is modest compared with that observed in official records. Additionally, children who are unsupervised during the after-school hours - the primary target population for after-school programs - are found to be more delinquent at all times, not only after-school. Policy Implications: This finding suggests that factors (including social competencies and social bonding) in addition to inadequate supervision produce delinquency during the after-school hours and that the effectiveness of after-school programs for reducing delinquency will depend upon their ability to address these other factors through appropriate and high quality services.     

No Need for Modesty Here: Enhancing Japan's Public (Intellectual) Diplomacy

Japan is well known as a highly literate nation and ranks high in the actual as well as relative number of books published annually. A significant number of these books include translations of foreign works as well. However, Japanese works translated into foreign languages, especially English, are far less common. While interest in Japan is high, this does not mean Japan has influence. This article argues that Japan's failure to see more of its writers' works, some of which are world class or cutting-edge, published abroad limits not only its public diplomacy and soft power appeal, but also prevents Japan from making a greater contribution internationally. In order to improve this situation, this article introduces a detailed recommendation for a translation/publishing project in which important works of universal importance written by Japanese authors would be identified, translated, and published rapidly to contribute to the intellectual debate on a wide range of subjects in all fields.     

The Institution of Modern Cryptology in the Netherlands and in the Netherlands East Indies, 1914–1935

The need for Communications Intelligence in the Netherlands was first felt by the Dutch military as a consequence of the outbreak of the First World War. The decision to prolong, as in the Netherlands, or establish, as in the case of the East Indies, COMINT facilities belonged to the judicial domain and was primarily related to threats posed by revolutionary movements from within the country. The monitoring of traffic from foreign embassies or consulates happened only when interference from foreign governments was suspected. Japanese expansionism, leading to direct Japanese involvement in the political developments in the East Indies, provided such a case. As a consequence, the fine line between domestic and foreign affairs became thinner still until it entirely vanished during the later part of the 1930s.
