AbstractAgricultural interventions are thought to have the potential to improve nutrition, but little rigorous evidence is available about programmes that link the two. In this article, we study impacts of an integrated agricultural and nutritional biofortification project, the REU in Mozambique. We first provide evidence on dietary impacts of the programme and then examine impacts of the programme by participation intensity. Using OLS and IV techniques, we find that more intense participation in both project components led to larger impacts. The results therefore have important implications for refining the design of future projects attempting to link agricultural and nutrition interventions. 相似文献

Discretion used to be considered a feature of individuals, but growing literature shows that it has collective features as well. To develop an understanding of the individual and cooperative work of inspectors in using discretion and the discretionary room granted to them, we compared two inspectorates: the Care Quality Commission (CQC) in England and the Joint Inspectorate for Youth (JIY) in the Netherlands. Our analysis reveals that inspectors engage with colleagues, managers, and stakeholders to include other perspectives, gain mandate, and broaden their repertoire. At the CQC, inspectors use their discretion collectively; on their own initiative, they involve others in balancing and interpreting rules to reach judgments. At the JIY, teamwork is central and regulatory teams are granted collective discretionary room. We argue that collective work permits both responsiveness and consistency. In studying the judgments of inspectors and other street‐level bureaucrats, it is vital to look at collective work and how it combines consistency and responsiveness. 相似文献

National licensing examinations are typically large‐scale examinations taken early in a career or near the point of graduation, and, importantly, success is required to subsequently be able to practice. They are becoming increasingly popular as a method of quality assurance in the medical workforce, but debate about their contribution to patient safety and the improvement of healthcare outcomes continues. A systematic review of the national licensing examination literature demonstrates that there is disagreement between assessment experts about the strengths and challenges of licensing examinations. This is characterized by a trans‐Atlantic divide between the dominance of psychometric reliability assurance in North America and the wider interpretations of validity, to include consequences, in Europe. We conclude that the debate might benefit from refocusing to what a national licensing examination should assess: to achieve a balance between assessing a breadth of skills and the capacity for such skills in practice, and focusing less on reproducibility. 相似文献

ABSTRACTThis article analyzes several stylized facts and implications concerning intra-party violence developed in the other articles of this special issue on intra-party violence in African electoral systems. It then turns more specifically to the implications of intra-party violence for democratic consolidation in the region, and argues that paradoxically, though parties are centrally important to democratic politics, the degree to which they are internally inclusive and participatory may not have much importance, or may indeed undermine democracy. An important empirical literature evaluates whether voters are rational by examining how electoral outcomes respond to events outside the control of politicians, such as natural disasters or economic shocks. The argument is that rational voters should not base electoral decisions on such events, so evidence that these events affect electoral outcomes is evidence of voter irrationality. We show that such events can affect electoral outcomes, even if voters are rational and have instrumental preferences. The reason is that these events change voters' opportunities to learn new information about incumbents. Thus, identifying voter (ir)rationality requires more than just identifying the impact of exogenous shocks on electoral fortunes. Our analysis highlights systematic ways in which electoral fortunes are expected to change in response to events outside incumbents' control. Such results can inform empirical work attempting to identify voter (ir)rationality. 相似文献

Although previous research has argued that the media play a crucial role in populism’s success, we know too little about how populist messages affect preferences for populist parties. To advance this knowledge, we conducted an experiment in which the core of populist rhetoric – constructing the people as innocent in-group opposed to the establishment as culprit out-group – was manipulated in news articles. The findings indicate that when political elites are blamed for a salient national problem, people are more likely to vote for a populist party and less likely to vote for the largest party in government. Populist vote intentions are indirectly affected via blame perceptions. These findings offer important insights into the media’s role in the electoral success of populism. 相似文献

We explore one of the key underlying mechanisms that mediate the HRM–performance link, namely HRM implementation by line managers. The purpose of our study is to examine the role of various sources of support in explaining effective HRM implementation by line managers. Results indicate that HR, supervisor, and coworker support are relevant in explaining line managers’ HR role performance. In addition, younger line managers and those with greater supervisory experience are found to perform better in their HR role. Hence, organizations should consider developing a broad support network to ensure effective implementation of HRM by line managers. 相似文献
