成都市和谐社区建设的调查与思考

胡锦涛总书记指出,要加强城乡基层自治组织建设,从建设和谐社区入手。成都市在和谐社区建设方面取得了可喜的成绩,并形成了一些突出特点。但在如何发挥社区居委会的自治功能方面,还要深入思考,大胆创新,把和谐社区建设不断向前推进。

Administrative interventions on police shooting discretion: An empirical examination

In August, 1972, the New York City Police Department promulgated administrative shooting guidelines and shooting incident review procedures far more restrictive than former statutory “defense of life” and “fleeing felon” justifications for police shooting. Using a data base that includes all reported New York City police firearms discharges and serious assaults on police between 1971 and 1975, this article examines the effects of the new guidelines and procedures on shooting frequencies, patterns, and consequences.Great decreases in “fleeing felon” shootings, “warning shots,” and shooting-opponent injuries and deaths were found to be associated with the new rules. This change also appeared to have a favorable effect on line-of-duty officer deaths and serious injuries. The implications of these findings are discussed.

Importance of radiological diagnosis applied to necroscopy

The authors evaluate the consequences of incomplete necroscopic examinations wherein it was impossible to apply radiological resources to locate firearm projectiles. The study includes 8185 reports from the Instituto Médico-Legal Afranio Peixoto in Rio de Janeiro, Brazil, representing the totality of corpses processed from January to December 2001; of these, 3122 were gunshot victims, 309 of which were buried with unremoved projectiles, being liable to future judicial reappraisal. During the same period, there were 23 exhumation requests by police authorities, 12 of them querying the existence of projectiles. The authors looked into the formal reasons assumed by the medico legal experts to conclude their reports from incomplete examinations, and suggest that gunshot necroscopic examinations should follow specific protocols, as incomplete autopsies will require further exhumations, at unnecessary additional costs.     

Analysis of STR loci in Cartagena, a Caribbean city of Colombia

Allele frequencies, together with some parameters of forensic interest were estimated for nine STRs included in the AmpF/STR Profiler kit (CSF1PO, D3S1358, D5S818, D7S820, D13S317, FGA, TH01, TPOX and vWA) in a sample of 215 unrelated individuals from Cartagena (Colombia). For all loci, no significant deviations from Hardy-Weinberg equilibrium were observed. Comparative analysis results between our data and those from other Colombian and African population samples revealed significant differences, except with two Colombian Caribbean Coast sub-regions.     

Relationship between reported crime rates and victimization survey results: An empirical and analytical study

Changes over time in crime as measured by reported crime counts and victimization survey counts are compared. A simple analysis is done using data from the Law Enforcement Assistance Administration's (LEAA) National Crime Survey for the years 1973, 1974, and 1975. These data are used to provide some understanding of why Uniform Crime Reports (UCR) results for these years show a much greater increase in crime than the LEAA/Census Bureau National Crime Surveys. A mathematical model is constructed to determine whether changes in the proportion of victimization reported to the authorities produces systematic bias in reported crime estimates of changes in actual victimizations. It is found that reported crime counts: (1) either exaggerate the amount of changes in victimizations or, (2) tend to misrepresent the direction of change in victimizations. It is highly likely that the amount of measurement error in changes in reported crime is significantly large in comparison with, if not larger than, the normal amounts of change in reported crime.
