2003年深圳市区级人大代表竞选现象的政治解读

在2003年深圳市区级人民代表大会代表换届选举中，出现了一些“民荐候选人”或“自荐候选”，体现了我国民主政治发展的民间动力和社会基础日益增强，激活了现行体制和本制度中内在的民主基因，催生着有中国特色社会主义的民主竞选制度。通过这次选举，可以看出，民主政治是需要在实践中不断学习的利益协调机制，民主政治的健康发展，必须防止金钱的腐蚀和干扰，公正地保护弱势群体的应有权利。

贪污罪的共同犯罪问题是司法实践中的难题。由于共同贪污行为的特殊性和复杂性,以及我国刑事法律有关贪污罪共同犯罪的规定在具体适用上存在不足,我们有必要通过归纳和评析理论界对共同贪污行为定性问题的不同见解,来正确认定共同贪污犯罪,以有力打击经济领域的犯罪,搞好我国的廉政建设。     

后新冠疫情时代中国开拓印度洋出海大通道的机遇与挑战

出海大通道的建设涉及中国的政治、经济和国家安全,是国家未来发展的关键利益所在.在新冠疫情影响下,国际格局受到二战以来前所未有的冲击,疫情已成为影响当前国家间关系、国际格局以及秩序的最重大因素.疫情带来的冲击短期内难以消除,在后疫情时代,国际形势仍将继续发生巨大转变,尤其是中美战略竞争全面升级给中国发展带来了前所未有的挑战.当前中国开拓和维护印度洋出海大通道的影响因素有增加和复杂化的趋势.此次疫情极大地冲击了各国经济,导致全球经济衰退,后新冠疫情时代促进经济发展将会是各国共同的目标.中国需继续推动"一带一路"建设,助力"一带一路"建设成为全球经济发展的引擎,吸引更多的国家加入.此外,中国应尽快推出"两洋出海"战略,构建新的出海格局,连接太平洋和印度洋的出海通道,形成战略互动.在对接"一带一路"的基础上将云南省打造成为中国印度洋出海通道上的战略支点,成为中国构建西南方向出海的中心和桥梁.在后疫情时代,中国需要清楚认识开拓印度洋出海大通道建设的必要性和紧迫性,抓紧印度洋出海大通道的谋篇布局,促进"一带一路"倡议和"两洋出海"战略的深入发展,保障中国的海洋权益,建设海洋强国.     

德莱姆与细微主义文学

一、德莱姆的文学创作历程菲利普·德莱姆(Philippe Delerm,1950-)是法国当代著名作家。出生于巴黎郊区,父母都是小学教师。自小德莱姆就非常喜欢阅读和体育运动。青年时代的德莱姆曾是一名短跑运动员,并希望成为一名体育新闻记者,但后来他转向了教育行业,并成为了一名中学教师

Results of the 2018 Rapid DNA Maturity Assessment

Three commercially available integrated rapid DNA instruments were tested as a part of a rapid DNA maturity assessment in July of 2018. The assessment was conducted with sets of blinded single-source reference samples provided to participants for testing on the individual rapid platforms within their laboratories. The data were returned to the National Institute of Standards and Technology (NIST) for review and analysis. Both FBI-defined automated review (Rapid DNA Analysis) and manual review (Modified Rapid DNA Analysis) of the datasets were conducted to assess the success of genotyping the 20 Combined DNA Index System (CODIS) core STR loci and full profiles generated by the instruments. Genotype results from the multiple platforms, participating laboratories, and STR typing chemistries were combined into a single analysis. The Rapid DNA Analysis resulted in a success rate of 80% for full profiles (85% for the 20 CODIS core loci) with automated analysis. Modified Rapid DNA Analysis resulted in a success rate of 90% for both the CODIS 20 core loci and full profiles (all attempted loci per chemistry). An analysis of the peak height ratios demonstrated that 95% of all heterozygous alleles were above 59% heterozygote balance. For base-pair sizing precision, the precision was below the standard 0.5 bp deviation for both the ANDE 6C System and the RapidHIT 200.     

新生代大学生文化认同危机及其应对

社会转型背景下,政治绩效的缺陷、经济全球化、文化多元化、传统教育模式的缺失以及互联网广泛传播西方文化所造成的无序挤压,对大学生文化认同危机的形成与发展产生巨大影响.面对这一现实,教育者需顺应大学生性格特质与思维模式,加强大学生文化认同应对,通过政治文化认同教育与强化民族文化为核心的多元文化观塑造,重塑核心价值认同,从而在全球化与多元文化的冲击下重塑一代青年以社会主义核心价值为主导的文化认同.     

Optimal central banker contracts and common agency: a comment

We explore a setting where the central bank is offered an incentive scheme by an interest group, in addition to the contract designed by the government. We prove that the inflation bias can be eliminated when principals do not cooperate and have different output or inflation objectives. These conclusions contrast with those of Chortareas and Miller (Public Choice 121:131–155, 2004). The reason is that our analysis takes into account the participation constraints of the central bank. We also show that, if principals cooperate, the inflation bias is eliminated when their output target is different but not when they disagree over the inflation objective.
