联合培养模式下法学藏汉双语教学的进路——以甘肃民族师范学院为例

目前,法学藏汉双语人才培养过程中还存在着培养目标模糊、师资和教材的匮乏、实际人才需求与培养目标之间存在差距等问题。文章以甘肃民族师范学院法学藏汉双语专业人才培养为例,以具体培养模式和教学活动为切入点,指出问题的同时,提出一些建议和思考。     

泰国勿洞广西籍华人社团初探

勿洞位于泰国最南端,隶属也拉府,被誉为泰国的广西村.在这里诞生了泰国第一个广西籍华人血缘社团和第一个地缘社团,而且该地也是目前泰国广西籍华人社团最多、最集中的地方.勿洞广西籍华人社团的发展经历了从内部权力分化到矛盾中协助共生的过程.华人社团的成立提升了广西籍华人在当地的社会地位,伴随着发展延续的需要,广西籍华人社团具有团结乡谊、各属互助,慈善公益、圆融异族,联络原乡、开放交流等功能.     

当下国际金融监管法律制度改革的焦点与问题

由美国次贷危机引发的国际金融危机爆发后,国际社会出台的金融改革方案都把国际金融监管法律制度的改革作为整个金融改革的不可或缺的有机组成部分,这是金融全球化条件下防控金融风险和危机的需要和必然反映。从目前来看,加强和健全国际监管规则和标准、健全国际监管责任的划分、建立国际金融监管机构等方面,是国际金融监管法律制度改革的焦点。国际金融监管法律制度的改革关系着国际间利益的分配,我国对每一项国际金融监管法律制度的改革都应视其情况,研究和采取恰当的策略。     

孝道的重建——论儒家“孝”观念的生活情感本源

“孝”乃儒家思想的核心观念之一。在孔孟那里，孝道的建构本是立足于作为本源的生活情感的。但经过轴心期大转型以后，孝道逐渐僵化为一种道德教条，而遗忘了生活情感这个大本本源。当下我们要重建孝道，绝不能仅仅将孝道理解为道德教条，而应该进一步追溯其本源，立足于儒家“孝”观念的生活情感本源来重建孝道。     

当前派出所工作存在的主要问题及其解决

派出所工作是全部公安工作的根基所在。要实现"警力配置最优、警力资源消耗最低、警务效益最大"的警务改革目标,必须正视和解决长期以来派出所工作中存在的"领导作风粗而不实、警力调配粗而不优、警务方式粗而落后"等主要问题。解决这些问题既要贯彻层级管理原则、明确工作重点,也要知人善用,合理用警,更要正确看待和协调处理好四项主要警务工作之间的关系;同时,要紧跟信息化发展步伐,实施信息化警务发展战略。     

Affirmative Action and Its Alternatives in Public Universities: What Do We Know?

University administrators have made difficult choices in response to the changing policy context for the use of affirmative action in admissions. This paper synthesizes the empirical literature on affirmative action and evaluates the efficacy of alternative strategies, including top-percent programs, class-based affirmative action, and targeted recruiting. The analyses offer several findings of interest to officials who direct such programs: (1) Affirmative action preferences given by top-tier universities have been large; (2) affirmative action leads minorities to enroll in higher-quality institutions; and (3) affirmative action has mostly positive effects on minority students later in life. The evidence shows a decline in minorities' relative share of enrollment at flagship public universities after affirmative action was eliminated in several states, and the alternative strategies used by these universities have not offset these declines.     

Parental discord vs family structure: effects of divorce on the self-esteem of daughters

This study investigated the effects of family structure (parents together or not) and parental discord (ratings of the happiness of the marriage of biological parents) on the self-esteem of 199 female undergraduates. Family structure and happiness ratings were substantially related, with those separated rated as less happy. Self-esteem was significantly related to parental happiness, even with family structure controlled, but not to family structure with parental happiness controlled. With the sample divided into three groups (happy-together, unhappy-together, and separated) ANOVA showed a significant effect for group, with the unhappy-together group showing significantly lower self-esteem than the happy-together group, and the separated group intermediate. Parental discord thus appears to lower the selfesteem of daughters, whereas separation of parents does not. 实现打击违法犯罪信息化的网上信息作战机制研究

在当前复杂严峻的违法犯罪形势下,利用公安信息化手段,实现公安机关各部门各警种之间、各地公安机关之间的资源共享、协同作战,可以实现对违法犯罪更有效的打击和防范。建立网上信息作战机制,是科技强警战略思想落实到具体公安工作中的必然结果。本文从科技支撑和制度保障这两个方面,阐述了公安机关如何建立网上信息作战机制的问题,并对建立网上信息作战机制,实现打击违法犯罪信息化作了展望。     

我国当代社会泛政治化因素分析

我国当代社会具有明显的“泛政治化”倾向。“泛政治化”是一种缺乏政治理性的行为,它妨碍了正常的政治发展,使人们对社会问题不能做出实质的理解和处理,也使社会功能难以正常发挥,还常常带来政治冷漠。我们应当摈弃“泛政治化”的思维模式,构筑政治的理性主义,按照社会发展的规律来处理政治、经济、文化、体育、司法、教育等等的关系,以积极理性的心态来开展政治参与。     

公共政策中的集团决策模型及在我国的适应性

如何制定出科学有效的、反映各方面利益并为社会所普遍认同的公共政策,是所有现代政府所面临的基本问题以及获得政治合法性的关键所在。通过描述社会政治现象,分析政府行为,探讨集团决策模型的起源、基本内容、主要缺陷及其在我国现实政治中的发展等问题,建立起公共政策决策中的集团决策模型的基本理念和分析框架,可为我国公共政策决策的科学化和民主化提供有益的思路。
