The ‘coordinate plane of global governance’ developed in this paper describes the trade-off between static gains and dynamic losses associated with international policy harmonization. A simple model illustrates how potential gains result from producing positive international spill-overs, whereas potential losses come from restricted systems competition between national policy regimes. The solution to this model allows identifying the cut-off level between policies suitable for global harmonization and policies which should better not be centralized. An application of the concept to selected policy fields illustrates its relevance for decision-making on global governance.

The explosive growth of incubation has seen a concurrent and significant increase in research on and knowledge of the incubation phenomenon. However, instead of comprehensively differentiating between non-profit and for-profit incubators, research has described a whole array of partly overlapping archetypes, thus missing out on important aspects. This article first offers two arguments validating a framework of what non-profit university incubators can learn from for-profit corporate incubators before presenting the framework itself. While corporate incubators are for-profit organizations with which to enhance a corporation’s technology development, university incubators try to leverage technological insights from the university in a similar manner. In accordance with their respective missions, organizational structures, incubator processes and resource flows, it is possible to transfer lessons learned from two corporate incubator archetypes—the fast-profit incubator and leveraging incubator—to the world of university incubator. Our empirical findings are based on in-depth case studies of 25 companies through 52 semi-structured interviews with managers of corporate incubators of large technology-intensive corporations in Europe and the U.S., two EU incubator benchmarking surveys and five interviews with the heads of technology transfer offices of two top technology universities.  相似文献

Several years ago, a legislator spoke clearly of the wishful unawareness we often confront in public health. After a session of frank exchange in his committee about teen pregnancy in Arkansas, he said, "Dr. Elders, until you became the health department director, we didn't have this problem." The facts paint a startling scenario for such people. We have not provided an environment in which our children can flourish. Instead, we have allowed the number of children who are economically, educationally, and medically disadvantaged to grow. Called "at-risk," their existence is an affront to democratic ideals, especially the belief that all have an equal chance for prosperity. It is time for true reform, but before that can happen, we must face the state of our children's health. After this, we must set to work at effective strategies.  相似文献

Policy debates on conflict research, which are mostly directly used to develop practices of soft intervention (including conflict resolution, peacebuilding and statebuilding), emanate from common epistemic and ontological frameworks. Most have been produced and perpetuated by key institutions in the global North through their encounter with historical direct and structural violence, both North and South. Power has followed Enlightenment knowledge, along with its various biases and exclusions. Its progressive normative, political, economic and social assumptions about a ‘good society’ and an ‘international community’ have been fed through social science into the building of international institutions, IFIs and the donor system. Using a method called ethnographic biography (in which biography is broadly defined to include the bibliography produced by the subject, as well as interviews and discussions), this article illustrates how peace thinking is mutually constructed as both positive and hybrid, confirming earlier critical work. However, the research methods deployed to engage with the contextual production of knowledge by local scholar-practitioners are sorely underdeveloped. This is illustrated through an analysis of the work of ‘local’ conflict scholars on their own peacebuilding and statebuilding processes in Cyprus, Kosovo and Timor Leste.  相似文献
