Space, Boundaries, and the Problem of Order: A View from Systems Theory

The idea our global polity is chiefly divided by territorially organized nation-states captures contemporary constellations of power and authority only insufficiently. Through a decoupling of power and the state, political spaces no longer match geographical spaces. Instead of simply acknowledging a challenge to the state, there is the need to rethink the changing meaning of space for political processes. The paper identifies three aspects, a reconceptualization of the spatial assumptions that IR needs to address: the production of space, the constitutive role of boundaries, and the problem of order. With this contribution, we argue that one avenue in understanding the production of space and the following questions of order is by converging systems theory and critical geopolitics. While the latter has already developed a conceptual apparatus to analyze the production of space, the former comes with an encompassing theoretical background, which takes "world society" as the starting point of analysis. In this respect, nation states are understood as a form of internal differentiation of a wider system, namely world society.     

Psychiatric evaluation of offenders who commit crimes while experiencing dissociative states

The forensic evaluation of criminal offenders who have experienced dissociative states is highly problematic. The frequency with which these disorders occur, for example, is unknown; an the very techniques which appear sometimes to be necessary to diagnose these entities may, according to some, run the risk of creating them. The author discusses, first, difficulties in diagnosing these disorders and offers suggestions for overcoming them. Legal and ethical enigmas which can arise once these diagnoses are made are next enumerated. Finally, socio-legal implications are considered.     

Five Ways to Make a Difference: Perceptions of Practitioners Working in Urban Neighborhoods

This article responds to and develops the fragmented literature exploring intermediation in public administration and urban governance. It uses Q‐methodology to provide a systematic comparative empirical analysis of practitioners who are perceived as making a difference in urban neighborhoods. Through this analysis, an original set of five profiles of practitioners—enduring, struggling, facilitating, organizing, and trailblazing—is identified and compared. This research challenges and advances the existing literature by emphasizing the multiplicity, complexity, and hybridity, rather than the singularity, of individuals perceived as making a difference, arguing that different practitioners make a difference in different ways. The authors set out a research agenda, overlooked in current theorization, that focuses on the relationships and transitions between the five profiles and the conditions that inform them, opening up new avenues for understanding and supporting practice.     

Characteristics of female patients admitted to an adolescent secure forensic psychiatric hospital

Bluebird House is the only mixed gender NHS secure forensic psychiatric hospital for adolescents in the South of England. It has admitted more than 30 female patients since the service opened in 2008. The admission criteria are that patients must be detained under the Mental Health Act and present evidence of being a risk of harm to others. This article describes the clinical characteristics of 30 consecutive female patients admitted to a highly specialised adolescent forensic inpatient service. Key results include a very high rate of incidents of risk behaviours exhibited by female patients within the unit but good clinical outcomes. The majority of patients had severe symptoms of mental disorder, especially emotional instability, self-harm behaviours and aggressive behaviours. Few had diagnoses of mental illness. Assessment findings from the Millon Adolescent Clinical Inventory and the Structured Assessment of Violence Risk are discussed, as are parallel with studies from other female secure services.     

The Romanticisation of the Local: Welfare,Culture and Peacebuilding

The key feature of the dominant liberal approach to peacebuilding is the neoliberal marketisation of peace, rather than engagement with civil society and the agents and subjects of this peace. This is a particularly Western, liberal, and Enlightenment-derived discourse of peace, which is far from culturally and socially appropriate or sensitive, and has little chance of establishing a locally self-sustaining peace. This represents a “romanticisation of the local”, of civil society, and of the liberal culture of peacebuilding. Its cultural engagement, including its support for civil society development, is therefore little more than instrumental and is used to defer responsibility for the welfare of the local.

Emerging concepts of security in the European order: Implications for ‘zones of conflict’ at the fringes of the EU

The broadening of definitions of security has been reflected in the conceptual development of a variety of European institutions, though a credibility gap seems to exist between their goals and objectives and their ability to take decisive action. Given the fact that the path of EU expansion has now reached into zones of instability, marred by intractable conflicts related to sovereignty, identity, development, and human rights, it is important to examine the borders at the fringes of the EU, and what their conceptual and practical significance is, both for actors already inside the union, but also for actors who are located in zones outside EU borders. It is argued here that these regions present an important challenge to the structures and norms of the EU, and to the notion of sovereignty, and raises the question of international responsibility from a variety of perspectives.     

Establishing the most effective way to deliver the sketch procedure to enhance interviewee free recall

Many prisons across Western countries recently began to paint detention cells in Baker-Miller pink to calm down aggressive inmates. This recent development is based on early findings of more than 30 years ago suggesting that Baker-Miller pink reduces physical strength and thus aggressive behavior. In the present study we question the applied methods of the original studies and run a highly standardized and controlled experiment to test the influence of Baker-Miller pink on aggressive behavior. The results do not replicate the original findings and thus challenge the recent adoption in many prisons. Implications and limitations of the experiment are discussed.     

Vive la Différence? The Impact of Diversity on the Turnover Intention of Public Employees and Performance of Public Agencies

ABSTRACT

This article addresses previous shortcomings in diversity management scholarship by testing an expanded diversity model borrowed from the work of Page (2007 Page , S. E. 2007 . The Difference: How the Power of Diversity Creates Better Groups, Firms, Schools, and Societies . Princeton , NJ : Princeton University Press . [Google Scholar]). Page's model assumes diversity can be measured as both a mean and a variance, and that it consists of cognitive, identity, and preference characteristics. We link Page's conceptualization of diversity to both individual-level outcomes and organizational performance. Results indicate cognitive, preference, and identity diversity have either no or small, mixed effects on employee turnover intentions and agency performance; instead, findings suggest employee voice and organizational size and structure matter more than diversity in our sample. We conclude with a discussion of the theoretical ramifications of our findings.     

Politics,Economic Crises and Corporate Governance Reforms: Regulatory Capture in Malaysia

Following the 1997 Asian financial crisis, the regulatory system involving governance of the corporate sector was subjected to major legislative and institutional reforms, primarily in response to exposures of serious cases of corruption and abuse in the financial sector by well-connected businesspeople. However, the 2008 global financial crisis indicated continued occurrence of irresponsible forms of corporate development and practices, underscoring structural weaknesses within the regulatory system in spite of these reforms. This article argues that the reforms that had been introduced ignored how state-business nexuses shape the way firms operate, a core reason for the persistence of unproductive and speculative forms of corporate development, grand corruption and cronyism. Utilising Malaysia as a case study, this article indicates that institutional reforms involving devolution of power to regulatory institutions are imperative to provide them with the autonomy to objectively institute prudential controls and indict errant firms that violate legislation overseeing corporate activities.
