To Build A “Harmonious World”: China’s Soft Power Wielding in the Global South

This study attempts to answer a new but important question in China’s foreign policy— how Beijing has wielded its soft power to construct its ideal of international order in the age of China’s rise. Before empirical analyses, this study tries to set up a conceptual framework on the relations between the idea of “harmonious world” and China’s soft power wielding in its rising process. Within this framework, this study examines a rising China’s foreign policies towards three targeted regions in the global south—Africa, East Asia, and Latin America. On the one hand, due to Beijing’s carefully-designed and soft power-based foreign policies, the global south has become an increasingly harmonious environment for Beijing to cultivate a favorable national image, exert its political influence on regional affairs, benefit its own domestic economic developments, etc. On the other hand, some problems such as the so-called “China’s New Colonialism” and the increased vigilance from the other powers have already began to challenge Beijing’s harmony in those regions. Sheng Ding is assistant professor of political science at Bloomsburg University. He received both his masters and doctoral degrees from Rutgers. Validation of the Investigator 24plex QS Kit: a 6-dye multiplex PCR assay for forensic application in the Chinese Han population

The Investigator 24plex QS Kit (QIAGEN, Hilden, Germany) is a 6-dye fluorescent chemistry short tandem repeat (STR) polymerase chain reaction (PCR) amplification system that simultaneously amplifies 20 of the expanded Combined DNA Index System (CODIS) core STR loci, SE33, DYS391, and the standard sex-determining locus, amelogenin, as well as two special internal performance quality sensor controls (QS1 and QS2), which are included in the primer mix to check the PCR performance. This study was designed to be a pilot evaluation of this STR-PCR kit in a Chinese Han population regarding the PCR conditions, sensitivity, precision, accuracy, repeatability, reproducibility, and concordance; tolerance to PCR inhibitors; applicability to real “forensic-type” samples; species specificity; mixture, balance and stutter analyses, and utility in a population investigation. The exhaustive validation studies demonstrated that the Investigator 24plex QS system is accurate, sensitive and robust for STR genotyping. In addition, these genetic markers in the population data in our study indicated that they can also be useful for forensic identification and paternity testing in the Chinese Han population.

第四届柬埔寨全国大选于2008年7月27日顺利结束,根据柬埔寨国家选举委员会9月2日正式公布的选举结果显示,人民党在这次“透明、自由、公正、民主”的选举中,一共赢得国会123个议席中的90席,比上届增加17席,逼近总席位的3／4,一党独大优势更加明显。虽然柬埔寨法律规定议席超过半数的政党可以单独组阁,但人民党在赢得选举后仍坚决与多年的政治盟友奉辛比克党携手组建新的内阁,而“铁腕首相”洪森也再度成为世人关注的焦点,他作为人民党的唯一首相候选人将再度蝉联内阁领导人职务,继续掌控柬埔寨未来五年内政外交的发展方向。     

新四军建立初期武器装备问题研究

全面抗战之初,新四军武器装备数量严重不足,质量也很差。这既是因为改编前原有装备基础较差,也受到自身军工制造能力薄弱、国民党政府制约、收缴民间武器不足等因素的影响。因此,从改编成军到1940年这一时期,夺取敌人的武器装备,是新四军最主要的补充装备和扩大自身力量的方式。新四军立足手中的武器装备,在与日伪军的战斗中采用游击、夜战等方法,并伺机以运动战发起反击,在艰难的战争环境中生存并壮大了自己,有力地打击了敌人。     

Shedder status—An analysis over time and assessment of various contributing factors

The shedder status of a person is an important consideration when evaluating probabilities of DNA transfer during activity-level assessments. As an extension of our previously published study, the shedder statuses of 38 individuals were reassessed 1 year later. The study found that shedder status may change over time for some individuals and was associated with one's gender, number of items touched, and mobile phone usage. In 29% of touch events, no DNA allele was detected and in 99% of touch events, the amount of DNA deposited was <2 ng. The study also found that in 0.6% of touch events, the participant could be excluded as a contributor of the observed DNA profile, with another person being included. Additionally, our investigations suggest that the current three-category system for shedder status classification may require further refinement to better represent the individuals' shedder status in a population.
