当前经济出现了转机,从国内需求、国际收支、通胀指标、劳动就业等方面看,经济在好转.但需求不足、结构不合理、体制不合理还是存在的突出问题.政策推动、拉动需求增长、改革调整、稳定的国际经济格局都是经济发展好的原因.要把握政策方向,需把发展作为主题,结构调整作为主线,把体制创新、改革开放和科技创新作为动力.     

Disadvantaged Groups and Asymmetric Conflicts

The article metaphorizes the relationship of extra-system actors with the world＇s dominant international system as a ＂jostle-to-board- the-train Game Model,＂ and transplants the disadvantaged group theory of domestic sociology to international relations. On the basis of this the author proposes a loss-driven model to explain the self-destructive asymmetric conflicts in the world today. As the result of two climaxes in the jostle to board the train games, the author argues that three structural changes have occurred： centralization of power, institutionalization, and legitimization in the international system. These changes have created a ＂spindle-shaped＂ system structure with international disadvantaged groups taking a passive role. Although this structure is highly stable, channels for international disadvantaged groups to express their interests are blocked. As the net losers in the established system and order, international disadvantaged groups have no alternative but to follow the loss-driven model to confront the strong. Their action of ＂beating stone with eggs＂ is surely not capable of overthrowing the whole system, but creates a significant potential threat to world stability and harmony.

2009年5月召开的"世维会三大"以及其后发生的乌鲁木齐"7·5事件"表明,"世维会"正在进一步加大推进其国际化战略的力度,为其分裂图谋积蓄力量并争取赢得更多的国际支持.本文考察了"世维会"国际化战略的目标、策略、措施、手法和重点,分析了美国等西方国家支持"世维会"国际化战略的原因和政策措施,并指出"世维会"推行国际化战略将受到多种因素制约.     

论养护者受益权面临的权利冲突

为解决＂公地的悲剧＂,我国有必要创设一种新型权利——养护者受益权。养护者受益权在多数情况下是与其他权利不相冲突的,但由于其客体的双重价值属性及权利边界的模糊性,养护者受益权也极可能与其他权利发生冲突。本文着重分析养护者受益权与其他权利之间的主要冲突及有关举证和认定问题,并指出：在环境保护问题上,养护者受益权应优先于所有权中的收益权;当养护者受益权遭受侵犯或与其他权利发生冲突时,如何认定赔偿责任条件和因果关系对于冲突各方是十分关键的。

New Development in Sino-Africa Relations

Over the past five decades relations between Africa and China have stood the test of time and are currently thriving. Launched in 2000, the Forum on China-Africa Cooperation marked the beginning of a new stage in Sino-African ties. Sino-African relations are deepening and being defined in broader terms. Enhanced Sino-Africa relations will further solidify solidarity between developing countries and promote South-South cooperation.
