＂National Human Rights Action Plan（2009-2010）＂ guarantees the equality of all ethnic groups and protects the legal rights of all the minorities.

The State Council Information Office promulgated China＇s first ＂National HumanRights Action Plan （2009-2010）＂ on April 13, 2008. This is the first time for China todetermine a national plan on human rights, which clearly defines the objectives and concrete measures to be taken by the Chinese government in the promotion and protection of human rights in the coming two years.     

Yi Customary Law：Spirit of Democracy and Reconciliation

The Yi ethnic group is distributed mainly in the provinces of Yunnan, Sichuan, Guizhou and in the Longlin and Mubian areas of Guangxi Zhuang Autonomous Region, with 25 subgroups and a total population of over seven million. Their land is home to several wild rivers surging through a perilous natural environment. The Yi were once isolated from the outside world, in particular those communities in the Greater and Lesser Liangshan Mountains.     

Clear Water Flowing Easily,Pure Heart Speaking Naively

Qiu Zhaoming, a renowned Chinese painter, was born in Zhejiang, China in 1940 and graduated from the Central Academy of Fine tArts in 1964. Majoring in Traditional Chinese Painting, she studied from famous painting masters like Li Keran, Li Kuchan, YeQianyu and Zong Qixiang. As a member of Chinese Artist Association and the Editor-in-chief of People＇s Fine Arts Publishing House, she won several national awards. Her works have been displayed and awarded both nationally and internationally. In 1990, she received IBBY meritorious prize and the Hans Christian Andersen Award Nominees for her excellent illustrations for children. She becomes the first Chinese painter to be awarded for this prize. In t999, she was awarded the honorary title of World Outstanding Chinese Artist and Worldwide Golden Prize for Chinese. In 2001, her paintings were selected and displayed at the exhibition ＂Chinese Traditional Paintings of the Past 100 Years.＂ She has numerous publications which are listed in Directory of Famous Painters in Modem China and Collection of Chinese Paintings in the Past Century as well as other encyclopedias and large albums of painting. Moreover, several works of her have been collected by National Museum of China, the head office of IBBY in Swiss and other institutions.

Making Bianxia

Bianxian are handmade decorative edgings on Miao clothes. Special tools are used to create this edging. The implements used are as follows： a bamboo basket of about 1.2 meters high to support the other components （some baskets are real examples of Miao handicraft art）; a round wooden lid with a ridge across its diameter and a small groove in the middle of the ridge to help keep the silk threads from moving about; balls of silk thread; a pressing-plate with a small hole in the center to press the balls and help keep the threads taut; a wooden finishing-board onto which the braided silk threads are wound. The board is weighted down so that both the threads to be woven and the finished edging can stay taut and the patterns remain crisp.     

Dolan Muqam and Dolan Meshref：Dolan People＇s Romantic Ideals

Dolan Muqam and Dolan Meshref music and dance seem to have brought people back to the Bronze Age because what happened to Dolan ancestors seems to have resurfaced. Dolan people＇s struggles and aspirations to conquer nature and change the environment, as well as their romantic thoughts and feelings are freeze-framed at the very beginning of the music and dance.     

Origin of the Dolan Peopl

In modern Uyghur, the word ＂Dolan＂ means, ＂living in groups＂; however, this tells us nothing about the group＇s ancestors. Due to the lack of historical records, origin of the Dolan has long been veiled in mystery. It is still unknown whether the word ＂Dolan＂ refers to a certain place or a group of people. After an argument lasting for many years, people arrived at a consensus, that is, it would be more appropriate if interpreting Dolan as a distinctive way of life than any others.     

Signs of the Time and Seasons

Like a work of Van Gogh, the Dolans have created a colorful world to live in despite their location between desert and oasis. They construct charming homes, dye their clothing in colorful hues and embroider them with intricate detail and find solace in taking their falcons to hunt in the wild. As reflected in Dolan Muqam, their lives are filled with crude and glorious inspiration.
