This article will apply what shall be termed a “strategic hub” concept of counterinsurgency to the war in Iraq. This concept posits that the development of insurgent and militia nodes or “hubs” of activity could provide a more relevant way to address the key dilemmas of the Iraq equation in light of the Coalition and Iraq government's inability to secure Iraq. The article will argue that ceding the insurgency and militias ground on a temporary basis may be required to maintain both military and political momentum in the post “surge” Iraq given the draw down of U.S. forces, the immaturity of the Iraqi Security Forces, and the present state of American and Iraqi politics. 相似文献

Capacity building is now one of the most frequently invoked of current development concepts and yet it continues to defy a shared definition of what it means in practice. Is it possible that capacity building demands such a radically new form of practice, such a radically new form of thinking, that our current approaches are doomed to failure, not because we lack adequate models or 'technologies', but because our very approach to the issue is inadequate? In 2001, the Herero became the firstethnic group to seek reparations for colonial policies thatfit the definition of genocide. Both China and India are adopting information and communication technologies to facilitate openness and transparency in their governments, and hence reduce corruption. Distinctive from their traditional anticorruption approaches, is the innovative e-government approach an effective solution to corruption in these two large developing countries? This paper addresses the question through comparative in-depth interviews with 44 mid- or senior-level officials in the public sector in these two countries. The first study of its kind, our research shows that civil servants in both countries overall think positively about transparency and technology in reducing corruption. However, to what extent these innovative measures will be effective is conditional on various factors, such as political willingness, income inequality, and infrastructure readiness. What is worth noting is that the Chinese respondents were more positive regarding the role of transparency, whereas the Indian respondents were more positive about the role of technology, which may reflect the different facilitators of corruption and the constraints of anticorruption in China and India. 相似文献

For the last two decades, performance management theories and practices have focused on outcome‐oriented management but have paid little attention to the role of public communication. Using multiple large data sets from Kansas City, Missouri, for 2009–14, this research suggests that the perceived effectiveness of public communication has a more substantial impact on public satisfaction with police protection and crime prevention than neighborhood crime rates and broken windows factors and that perceived effectiveness moderates the negative impact of crime rates. After controlling for residents’ demographic characteristics, the authors find that the perceived effectiveness of communication is associated with public satisfaction with the content and quality of the city website and the government television channel. The implications for public safety management and police–citizen relations as well as directions for future research on public communication strategies and public performance management are presented. 相似文献
