Running with the Hare,Hunting with the Hounds: The Special Relationship,Reagan's Cold War and the Falklands Conflict

This article reconsiders the negotiations between the United States and Britain at the outbreak of the 1982 Falklands War. The Reagan Administration did not support Britain, its staunchest NATO ally, and on the contrary assumed an even-handed position that recognised Argentina as a key ally as much as Britain. Not only did American mediation fail; it also caused a major crisis in Anglo-American relations. The underlying reason for the American decision was the obsessive importance that the Administration attached to fighting communism in Latin America after establishing covert co-operation with the Argentinian military junta in 1981.     

Social disorganization perceptions, fear of gang crime, and behavioral precautions among Whites, Latinos, and Vietnamese

Gangs were an important media and policy topic during the 1990s, but few studies focused on fear of gangs specifically. Even fewer studies examined ethnic differences in perceptions of community problems, fear, and behavioral precautions due to gangs. Using Analysis of Variance (ANOVA) techniques, this article examines differences among Whites, Latinos, and Vietnamese in perceptions of community disorder and diversity, perceived risk and fear of gang crime, and resulting behavioral precautions. Results indicated that Vietnamese were most concerned about community problems and felt most at risk and afraid of gang crimes. Latinos also felt more concerned and more at risk and afraid than Whites did. Most people in all three groups practiced avoidance behaviors to avoid gang crime, but few turned to weapons for protection. Results confirmed that minorities were more afraid and point to the importance of focusing limited policy resources on populations most affected by gangs.     

Creating the space: Feminist publications outside the mainstream

Some mainstream publisher have been responsible for feminist publications; some mainstream publishers have also suggested that feminism was an interesting but passing phase. Alternate Routes to Autonomy in Federal and Quasi-Federal Systems

In late twentieth-century federal systems, provinces and stateshave sought greater autonomy because of economic neglect, distinctivenessof society and political culture, administrative inefficiency,and local efficacy. This article examines both structural andpolitical avenues to autonomy in six stable democratic federalsystems. In general, structural attempts to increase provincialor state autonomy in federal systems are found wanting. Becauseamendments to federal constitutions require extraordinary majoritysupport, they tend to centralize power. Referenda may be usedto retard centralization only under exceptional circumstances.Secession has been a successful strategy in only a small numberof cases. Political strategies, such as judicial interpretationof the constitution and conferencing, have been somewhat moreeffective; but political system characteristics impose restrictionson their use. Two types of decentralization that apply universally—devolutionand deconcentration—appear to enhance powers of subnationalunits. However, they require significant facilitating conditionson the national plane. The article calls into question the practicalvalue of structural arrangements, suggesting that alternatepolitical strategies sometimes produce more decentralized effects.     

Police managers and their perceptions of higher education

The authors investigate beliefs held by police chiefs pertinent to higher education in the United States. Three distinct attitude patterns are derived empirically, which have implications for recruitment, promotion and staffing assignment processes within police departments, as well as implications for law enforcement education. The recommendations of the 1967 President's Commission on Law Enforcement and Administration of Justice are evaluated in light of the findings.
