AbstractItaly is a vocal supporter of EU enlargement to the Western Balkans. Relying on primary and secondary sources and semi-structured interviews, this article analyses Italy’s position, including the ‘what?’ (the traditional views of the country on EU enlargement), the ‘how?’ (formal processes and actual practices of decision-making) and the ‘why?’ (the main factors influencing its position). The expected economic and security benefits for Rome largely compensate for the perceived costs of EU enlargement towards the region. Nevertheless, Italy’s influence capacity is hampered by lack of resources and a traditional focus on mere diplomatic presence, as it emerges from the recent examples of the Berlin Process, the refugee crisis, and the EUSAIR. 相似文献
This paper explores Internet tools used for consensus building during the 2010 Italian regional elections, especially focusing on the use of the Internet to involve the electorate in a background of political disaffection. Previous experience from the United States and European countries suggests that the Internet is an interesting tool for the creation and development of consensus and shows an increasing use of Internet-based communication for elections. In this context, the research has two objectives. The first is to measure the degree of use of Internet tools by the main candidates to develop participation in several local areas, more limited than those traditionally investigated in the literature. To this end, we used the technique of analysis of site functionality, properly integrated to make it suitable for measuring the use of tools for participation, to compute for each candidate a reliable index of participation. Second, the work aims to understand how different contexts of electoral competition may encourage or lessen the inclination to use Internet communication tools in a participative sense. The analysis reveals a positive correlation between the affiliation of the candidate for the ruling party and the tendency for this candidate to use tools of participation more than the competitor. 相似文献
Violence perpetrated by organized crime nowadays represents a major threat to state stability, both because it directly challenges political institutions, targeting officials and using terrorist techniques, and because severe inter-group conflict strongly affects human security. Though it is a distinctive feature of illegal markets and a constant strategy of Mafia-like groups, the occurrence of violence is localized in time and space. The article aims to explain temporal and spatial variation in Mafia killings focusing on its political determinants, as organized crime is deeply embedded in the political system. The analysis shows that there is a clear link between the structure of the political markets and the severity of violence. In particular, the fragmentation of the political market is negatively associated with the strategy of criminal groups to exploit violence. By contrast, single-party dominance and bipartisanship lead to an increase in homicides since these organizations have few opportunities to access the political arena. This article illustrates how sustainability and nationalist discourses have operated together in practice in Scotland. Potential connections and tensions between nationalist and sustainability discourses are identified and used to analyse the events leading up to the passage of the Climate Change (Scotland) Act 2009 and the Regulatory Reform (Scotland) Act 2014. The analysis reveals how in certain contexts, the tensions and connections between sustainability and nationalist discourses can align to reinforce transformative initiatives while in other contexts, the tensions can lead to initiatives being watered down or set aside. The article concludes that more could be done to emphasize the connections between the two discourses. Engagement at the level of ‘nation’ can lead to sustainability discourses that are more attuned to nationalist values, increased public understanding, and acceptance of sustainable development, as well as additional opportunities for debate, public participation, and education. 相似文献
Urban neighborhoods are frequently associated with high rates of crime, unemployment, poor educational systems, poor housing conditions, and health related problems. Theories of social disorganization, social isolation, and broken windows all explain how and why social problems develop and persist within urban settings. Drawing on these theories, this study examines how residents perceive local community problems in an East Baltimore neighborhood. Eight focus groups were conducted with participants who live and/or work in the area to identify common neighborhood issues. Problems commonly identified were: the presence of physical disorder, issues related to crime and law enforcement, lack of employment opportunities, and limited youth activities. Embedded under many of these themes was the recognition that the neighborhood lacks collective efficacy to fix community problems and maintain social control. Implications for improving neighborhood disadvantage will be discussed. 相似文献
It is increasingly common that children of divorce are geographically separated from one of their parents. This article considers the challenges that arise from that reality by exploring this problem from a variety of perspectives and by providing practical tips to minimize the impact of the distance. A review of the Ontario caselaw and Arizona Guidelines reveal that certain factors are important in the resolution of these disputes, including: the age of the child, mode of transportation between homes, distance, prior contact, and feasibility of virtual access. Court‐ordered access may include remedies that, absent the distance issue, may be considered extreme, including moving to overnight/extended access periods for young children, permitting children to travel unaccompanied, favoring the nonresident parent for holidays and vacation time, allowing children to decrease contact with the nonresident parent, and decreasing or terminating child support. Where distance dictates the in‐person and virtual access schedules, creative solutions are critical to the successful resolution of these cases.
