Families, litigants, lawyers, advisors embroiled in cases of complex divorce with child contact issues, manage many stressors at once. Participants involved with these types of cases are often exhausted and burned‐out from the long‐term battles of prolonged litigation. The inability to problem‐solve or even communicate effectively reflects the chaos and traumatic stress of the experience and can be seen as a hallmark of this population. When people are consistently stressed, there is a breakdown of communication skills that can create an immunity to receiving help from any direction. Often all parties involved appear to be both hyper‐alert to potential threat, and hyper‐reactive to one another: no one feels safe. Stephen Porges' Polyvagal Theory is premised on the idea that neuroception plays a key role in the nervous system's ability to assess danger in the environment. Neuroception is a neurophysiological response that does not involve cognitive processing. When cognitive processing is not involved, the result may lead to misinterpretation of, and an inability to accurately assess situations: executive functioning including rational thinking and communication skills are lost to physiological response. Rather than evaluating families and individuals involved in the aforementioned complex divorce cases through the lens of pathology, Polyvagal Theory explains their behavior as an adaptive stress reaction. Utilizing Polyvagal Theory offers a promising path to treatment with these families and diminishing the poor communication and the heightened emotion, assisting practitioners in understanding the impact of neurobiological response in managing stress and trauma. Applying Polyvagal Theory to court involved populations can help both litigants and practitioners recognize the role of the autonomic nervous system, providing the opportunity to understand, to self‐regulate, and to improve communication and decision making. 相似文献

Metagovernance refers to a theory of how governments steer decentralised networks by indirectly shaping the rules and norms of those networks. This article develops metagovernance conceptually and empirically by looking at the use of ‘hands-off’ metagovernance tools in the case of English devolution, which encompass the ‘designing’ and ‘framing’ of local governance networks in the process of their reconfiguration. These concepts provide insights into how a Conservative-led Coalition Government subtly centralised power in the process of devolution to city-regions. Our analysis shows how discursive framing, fiscal conditioning and the recomposition of local governance networks produced a reworking of centre-local and intra-local power relations in a way which allowed the Treasury to shape the priorities of a set of ‘devolution deals’ with regional authorities, emphasising boosting economic growth and improving public services. 相似文献

Since 2004, governance and accountability arrangements for UK local government borrowing under the new Prudential Borrowing Framework (PBF) have been based on the professional discipline and control model of governance. It supplements the earlier centralised discipline and control model whereby municipal borrowing had to be specifically approved by central government and provides an alternative to Private Finance Initiatives (PFIs) and Public-Private Partnerships (PPPs) for capital procurement. The scale of the cuts to local government finance, coupled with increasing demand for services, has led to unprecedented ‘budget gaps’ in council budgets. Arguably, two competing narratives of the trajectory of local government have emerged in which contrasting futures are imagined for the sector – a positive story of adaptation and survival and more negative one of residualisation and marginalisation. Drawing on case study evidence from three English local authorities, the paper distinguishes and provides examples of three strategic approaches to managing austerity – efficiency, retrenchment and investment. It demonstrates how and why the balance of these strategies has shifted between the early and later phases of austerity and considers the extent to which the evidence of the case studies provide support for either the survival or marginalisation narrative. This introduction to the symposium sets out the context for local government in the United Kingdom at the current time. It outlines the scale of the reductions in funding since 2010, showing how uneven these cuts have been across the country and the reasons for this. It also describes the increased exposure to risk of both local government and of the citizens and communities it serves. The central question for the papers which follow is how local government is responding to these twin challenges. The papers provide insights from a number of detailed studies of individual authorities, exploring the strategies adopted to manage in response. The analyses focus on the distributive consequences for individuals and communities, but they also reflect on the wider consequences for local government itself. The negative consequences of polarization have been pointed to by scholars and politicians alike as evidence of a need for a renewal of bipartisanship. However, scholarship on bipartisanship remains limited. This article develops a theory of partisan bridging that predicts when and why certain legislators might be willing to cross the partisan aisle. I argue that personal preferences can lead some legislators to cross the aisle in search of consensus, in effect serving as “partisan bridges.” I test my theory by examining the role of Republican women in the diffusion of contraceptive coverage at the state level. Through an individual‐level analysis of sponsorship and vote choice and an aggregate‐level analysis of policy diffusion, I find that moderate Republican women at times served as critical actors in the policy process. 相似文献

OBJECTIVE: To identify risk factors of fatal arrhythmia following electrical shock, by comparing the prevalence of transthoracic current, tetany, decreased skin resistance because of wet extremities, skin burns and heart disease in victims of electrocution with instant as opposed to delayed death. DESIGN: Retrospective case-control study, based on the charts from the coroner's office. RESULTS: A total of 124 deaths from electrocution occurred between 1987 and 1992. One victim presumably died from delayed arrhythmia and was excluded from the study. Twenty victims had decreased skin resistance because of wet extremities and five had tetany. Autopsy revealed coronary heart disease in 21 cases, and burns in 109; 10 did not have any skin lesion. There was no difference in risk factors between those who died instantly presumably from arrhythmia (n=114) and those who died later from other causes (n=9). CONCLUSION: No differences in risk factors were found between victims who died immediately from arrhythmia following electrical shock and those died later from other causes. 相似文献
