Why Political Science Needs Political Theory

Normative political theory and empirical social science have a reciprocal relationship. This thesis is illustrated by taking up two topics: one is social exclusion; the other is ethnicity and discrimination.     

A technique for estimating candidate and voter locations

This paper develops a simple technique for locating voters and candidates in two-party US elections. Such a procedure is attractive because it overcomes the limitations of existing techniques that fail to place incumbents, challengers, and constituents on the same scale. The method is demonstrated using data from the 1988 presidential and congressional elections. The new data are then used to reevaluate spatial theories of candidate competition.     

Refugee repatriation during conflict: Protection and post-return assistance

This article reports on the findings of the International Study of Spontaneous Voluntary Repatriation, begun by the authors in 1986, and involving case studies on return to countries in Asia, Africa, and Latin America. It discusses the lack of recognition in both policy and practice of the pervasiveness of refugee-induced repatriation, and of repatriation during conflict; and offers new assumptions regarding the pattern and process of contemporary repatriation and of refugee decision-making. Lastly, it examines some repatriation issues for the 1990s: fragile peace and tenuous security; protection of the voluntary nature of return; dealing with non-recognised entities; and post-return assistance, particularly the need to focus on rehabilitation before development and to provide refugee-centred aid.     

Preventive diplomacy in historical perspective

The perils and difficulties of recent great power efforts to defuse and contain small power disputes have been much remarked upon. This paper justifies and operationalizes comparative investigation of eight nineteenth- and twentieth-century preventive diplomacy cases directed to small power ethnic conflict, to document the interplay between such conflict and great power behaviour under a variety of conditions. The purpose is to seek differentiated, historically grounded generalizations, and more sustainable foundations for contemporary policy. Similarities and divergences initially uncovered between the cases are described, and it is argued that these remain relevant despite apparently unique contemporary developments.     

Bashing ‘the Chinese’: contextualizing Zambia's Collum Coal Mine shooting

The 2010 shooting of 13 miners at Zambia's small, privately-owned ‘Chinese’ Collum Coal Mine (CCM) has been represented by Western and Zambian politicians and media as exemplifying the ‘neo-colonial’ and ‘amoral’ practices of ‘China’ and ‘the Chinese’ in Africa. CCM has been used to provide a sharp contrast to the supposed ways of the Western firms that own most of Zambia's mines. Embedded in racial hierarchy and notions of strategic competition between the West and China, the discourse of the CCM shootings further shapes conceptions of global China and Chinese overseas. While examining all the oppressive conditions that have given rise to protest at the mine, we contextualize the shooting and subsequent conflicts. In analyzing CCM's marginal and troubled development, we discuss aspects of the 2010 shooting incident known to miners and union leaders, but ignored by politicians and media. We look at the shooting's political fallout, focus also on the epilogue that was the 2012 CCM riot—in which one Chinese person was murdered and several others seriously injured—and trace the sometimes violent discontent manifested at other foreign-owned mines in Zambia since their privatization in the late 1990s. The empirical data for this detailed study derive from hundreds of documentary sources and interviews with union leaders, workers, officials and others in Zambia from 2011 to 2013.
