Naval power is a crucial element of state power, yet existing naval data sets are limited to a small number of states and ship types. Here we present 147 years of naval data on all the world’s navies from 1865 to 2011. This country-year data set focuses on warships with ship-based weapons capable of using kinetic force to inflict damage on other structures or peoples. After identifying a country’s active naval forces, we create a measure of naval power based on the aggregate tonnage of the active ships. Additionally, we create count variables for ship types such as aircraft carriers or battleships. This article introduces the country-year data, describes variables of interests for use in country-year, dyadic, or systemic studies, and suggests potential questions of interest scholars could explore using the naval power data set.  相似文献

This article studies the role of the security service in the Wang Jingwei collaborationist regime (1940–45), and argues that it not only contributed to the regime's coercive muscle but that it was also involved with the regime's broader socio-political policies. The central position within the Wang Jingwei government enjoyed by the security service enabled its head, Li Shiqun, to wield enormous influence within the regime. However the Wang Jingwei government had to share control over its security service with the Japanese intelligence agencies. This dual control made the security service a less tractable instrument of regime control than it should have been. This dual authority provided a clear example of the limits on the power of a collaborationist regime like the Wang Jingwei government, even in the crucial area of regime security.  相似文献

Australian regional development has suffered from ‘fragmentation’ with policy responsibility shared between different tiers of government. The Rudd government sought to improve regional policy with the establishment of the Regional Development Australia (RDA) network. However, uncertainty surrounds the role of RDA. This paper seeks to illuminate this problem by drawing on the literature on types of multi-tiered governance, especially the work of Hooghe and Marks and Skelcher on Type I and Type II bodies. It is argued in a normative framework that the RDA network has the characteristics of Type II entities and that this gives it a comparative advantage in specific respects.  相似文献

Some communities in remote Australia represent the most impoverished people in the country, with the problem especially acute amongst Aboriginal and Torres Strait Islanders. Effective remedial intervention is often undermined by the absence of democratically elected, local government institutions. Place-shaping as a developmental process enables local people to become agents of change, and thereby self-determine and shape their places for the future. This paper considers the different institutional structures which could underpin place-shaping in remote settlements. Drawing on a range of governance structures, an emphasis on less traditional entities and polity-forming bodies may better serve the interests of remote people.  相似文献

In recent times, Pearl Harbor historiography has shifted towards the question of whether or not the Pearl Harbor attack could have been predicted through intercepted signals. The recent prodigious output of books and articles on this subject makes it necessary to reflect upon how the debate has developed. Some traditionalists (who believe that the Pearl Harbor attack surprised US and Allied authorities) continue to criticize revisionists (who believe that intercepted signals may have provided foreknowledge of the attack) using a blend of polemics and ad hominem criticism. That adversarial template began long ago with the first sharp criticisms of the work of revisionist historian Charles Beard. Similar criticisms of revisionists continue to the present day, but such criticisms are unfounded as relevant evidence concerning pre-Pearl Harbor signals intelligence, drawn from both archival and anecdotal sources, suggests that the revisionist thesis merits further scholarly attention.  相似文献

Researchers increasingly conduct quantitative studies of terrorist groups, which is an important advance in the literature. However, there has been little discussion of what constitutes a “terrorist group,” regarding conceptualization or measurement. Many studies of terrorist groups do not define the term, and among those that do, definitions vary considerably. The lack of clarity leads to conceptual confusion as well as sample selection issues, which can affect inferences. To address these issues, this article offers an in-depth analysis of the term and its use. It explores definitions in the literature, and then discusses different samples used. Empirically, the article demonstrates how sample selection can affect variable values. It also shows that a non-representative sample, such as the U.S. Foreign Terrorist Organization list, can lead to inaccurate generalizations. Ultimately, I present a straightforward “inclusive” definition, and argue for its practicality. Other suggestions are made for a more effective and cohesive research program.  相似文献
