This article presents an overview of the Ojibwa family over the past three centuries, from early European contacts to the present. It emphasizes the extent to which Ojibwa familial relations have long been embedded in extensive networks of kin that played major roles in the family lives of individuals of all ages. The article traces the effects of historical change on the Ojibwa family and examines continuity within Ojibwa kinship relations. The changes of the last century have taken a heavy toll on these relationships, yet, where they persist or are being revived, they are sources of strength and renewal.

Health‐Care Data Protection and Biometric Authentication Policies: Comparative Culture and Technology Acceptance in China and in the United States

A proliferation of health information technology (HIT) policies to implement dimensions of e‐health, including electronic medical records, electronic health records, personal health records, and e‐prescribing—along with expanding initiatives on mobile health in developed countries and emerging technologies—has sparked academic inquiry into the protection of privacy and data and the technology to protect privacy and data. This article examines HIT policies in the United States and in China and the use of authentication technologies to assess biometrics as privacy's friend or foe in different political frameworks with varying conceptions of privacy. An analysis of privacy in the context of health data protection, challenging relations of trust between patients and providers, the increasing perspective of health data integrity as a cyber‐security issue, and the growing rate of medical fraud and medical identity theft may yield findings of a convergence of views of privacy and biometrics unexpected of contrasting political cultures.     

Public administration's underdeveloped core: neglected subjects

Education for public administration at the time of Minnow-brook I neglected several important core subjects, including information management, computing, strategic management, policy implementation, program evaluation, ethics. The hope for a new public administration is dependent on the development of new theories of decision-making and policy-making, and a reinterpretation of the fit between the Constitution and public administration.     

Building policy capacity at the Ukrainian centre: The policy units project

This article chronicles a CIDA technical assistance project to build central policy capacity in the Government of Ukraine in 2000–01. Over ten months, 48 senior officials received intensive policy training and worked in policy units on priority issues. Evidence suggests that the project was effective at the individual and institutional levels: participants expressed high satisfaction with their learning; some outputs were immediately adopted by the government; and during 2005–11, without further Canadian support, the government used the project template to develop more policy analysis units. This success stands in contrast to recent accounts of failed technical assistance programs in eastern Europe. Critical success factors were shared vision, Ukrainian ownership and direction, and professionalism. The authors call for rigorous evaluation of human resource development, and identify topics for further research.     

Crime,New housing,and housing incivilities in a first‐ring suburb: Multilevel relationships across time

Abstract

Concepts deriving from criminology, housing policy, and environmental psychology are integrated to test two ways that housing conditions could relate to crime in a declining first‐ring suburb of Salt Lake City. For existing housing, we use a model to test whether housing incivilities, such as litter and unkempt lawns, are associated with later crime. For new housing, we test whether a new subdivision on a former brownfield creates spillover reductions in nearby crime and incivilities.

Police‐reported crime rates were highest for residences near the brownfield and lowest for those farther away. After the subdivision was constructed, this linear decline disappeared, reflecting less crime adjacent to the new subdivision, but also more crime farther away. A multilevel analysis shows that incivilities, particularly litter and unkempt lawns on the block, predict unexpected increases in crime. Both brownfield redevelopment and reductions in incivilities may be important ways to improve declining suburban areas.
