The question of whether open-book examinations (OBE) are preferable to closed book examinations (CBE) is not a new one. However, little has been written on the question of the use of OBE in the discipline of law or as a means of promoting more effective teaching and learning. This article will examine the arguments for and against the utilisation of OBE as opposed to CBE for students of law at university level. Utilising secondary data, as well as a primary small-scale empirical study the author explores student views of OBE and CBE and their significance for teaching and learning in law. It is suggested that the issue may not be simply a question of choice of assessment methods and their value but rather involves examining and evaluating approaches to teaching, learning and curriculum design. In conclusion it is argued that there are several factors which need to be taken into account when deciding what form of assessment is the most appropriate for these students but that the key requirement is that the course design and teaching, learning and assessment methods are aligned and considered as a whole, matching learning outcomes to teaching and learning activities and to the form of assessment chosen. Only within this context can OBE promote more effective learning.  相似文献

While the benefits of additional schooling in the developing world are widely recognised, the best use of scarce resources to improve academic achievement remains unclear. We compare public investments in school infrastructure, school improvement grants, teacher qualifications, and attendance incentives on independently-gathered measures of academic skills as well as grade progression for 8–11 year olds in India. We match a rich household survey containing a skills-assessment module, the India Human Development Survey (IHDS), with detailed measures of each district’s education resources from the District Information Survey on Education (DISE). We also include border-pair fixed effects to control for unobserved heterogeneity. We find that incentives for children to attend school were associated with arithmetic, reading and writing skills, and grade progression. Investment in teachers were associated with greater probability a child could write and do more advanced math. Small improvement grants to schools were associated with better reading skills and writing ability. Investments in school infrastructure were only associated with improved writing ability.  相似文献

Local authorities have played an important role in the Swedish model of the Welfare State. This state is characterised by high levels of welfare provision paid for through general taxation, the rates of which are very high and the application of uniform standards across the entire country based on the principles of equity and fairness. The main form of income for local authorities is a Local Income Tax which is paid by 85% of the population. In the 1980s and 1990s, Sweden went through an economic crisis which resulted in significant changes to the tax system, although the Local Income Tax was retained. Subsequent changes have followed a pendulum process, with deregulation of local government finances in the 1990s being followed by greater regulation in the following years. Today, Sweden is conducting a major debate about the role and functions of different levels of government in the light of social, economic and political changes in the international scene.  相似文献

The purpose of this article is to examine the attitudes and substance use behaviors of African American adolescents living in the Midwest. A baseline survey was administered to 463 African American teens between the ages of 11–19. The article examines the relationship between attitudes toward drugs and drug-using behavior in this African American sample. Drug use will be compared to national drug use norms established by the Youth Risk Behavior Surveillance Survey. Overall participants had fairly negative attitudes toward drugs. Sixty percent of the sample reported that they were committed to a drug-free life, 74% had made a decision to stay away from marijuana, 79% reported making a decision not to smoke cigarettes, and 71% reported they would not get drunk in the next year. Females were more likely to stay away from marijuana than males. In this current study there is cause for alarm; participants reported higher percentages of ever smoking cigarettes and marijuana than the Youth Risk Behavior Surveillance Survey. This study shows there is a need to provide substance abuse prevention programs for African American adolescents. Limitations and future directions are also discussed.  相似文献
