Austen Chamberlain and the continental balance of power: strategy, stability, and the league of nations, 1924-29

As foreign secretary from November 1924 to June 1929, Austen Chamberlain dominated British foreign policy. Central to his diplomatic strategy was the maintenance of the European balance of power and, in this circumstance, pursuit of a leadership role for Britain within the League of Nations. The foundation upon which Chamberlain based his European strategy lay with his determination to have Britain play the vital role of stabilizing relations between France and Germany, whose mutual antipathy after the Great War, compounded by the severity of the Treaty of Versailles, threatened continental security. By October 1925, his work bore fruit with the conclusion of the Locarno agreements. For the remainder of his tenure at the Foreign Office, Chamberlain used Locarno - and Germany's membership in the League that was part of that settlement - as the diplomatic mechanism to underwrite his strategic conception of the balance of power. This article addresses the neglected issue of the strategic base of Chamberlain's European policy and addresses three criticisms of his record as foreign secretary.     

The Justice Model in the Juvenile Justice System: Washington State's Experience

In 1977, the Washington State Legislature enacted radical modifications of its juvenile justice code. Explicitly abandoning the parens patriae philosophy of the juvenile justice system, a "justice" philosophy was adopted. Provisions of the law include a determinate sentencing structure, the divestiture of status offenses, greater due process rights for juveniles, and a formalized diversion process which emphasizes accountability rather than treatment. This paper brings together the available research on the implementation of the law to assess how the introduction of a justice approach has influenced equality, fairness, and punishment levels in Washington State's juvenile justice system.     

Priority of multiple gunshot injuries of the skull

In accordance with Puppe's rule, the analysis of skull fractures may provide evidence on the sequence in which multiple blunt injuries of the skull occurred. In cases of multiple gunshot wounds of the skull determination of the sequence in which the gunshot wounds took place is much more difficult. In some cases, however, analysis of the skull fractures here can also allow the order in which gunshot wounds occurred to be established.     

Blind spots in policy analysis: What economics doesn't say about energy use

This article describes the difficulties of reducing analysis of energy use to an application of economic theory. It shows how economic concepts of behavior direct attention selectively to some important determinants of consumer behavior and away from others; how available economic accounts of short-term change in energy use, investment in energy efficiency, and the dynamics of investment limit understanding and narrow analysts' vision; how promising policy options are overlooked as a result; and how concepts and knowledge from the noneconomic behavioral sciences can compensate. Two strategies are discussed for improving analysis. Using economic theory to guide the improvement of existing models can help, conceptual blind spots will remain. A problem-oriented approach drawing on concepts and methods from across the behavioral sciences can avoid the blind spots, but cannot be systematic. Analysis can be improved by using both approaches in concert; some implications of a combined strategy are sketched.     

Tell us how you Really Feel: Validating an Inmate Social Climate Survey

Correctional facilities have a discernible social climate, or collection of contextual properties that derive in part from the perceptions of inmates. These properties include the physical, organizational, social, and emotional characteristics of correctional institutions. Social climate directly influences the attitudes and behavior of inmates, their well-being, and prison management. The present study describes the results of an applied research project conducted in association with a government agency that audits Ohio’s prisons and youth facilities through site inspection visits and survey data. The agency’s questionnaires, as well as the procedures used to sample inmates and administer the instruments, were evaluated to determine the degree to which they accurately reflected the perceptions of inmates and the social climate of the correctional institutions. We identified several problems related to survey construction and administration. The results suggest that the surveys are at least to some degree not measuring several important dimensions of the correctional environment and the experiences of inmates as intended.

Racial Disparities in Service Referrals for Families in the Child Welfare System

Among families in the child welfare system, family reunification depends largely upon the services to which families are referred. This study examines whether race/ethnicity influences the number and types of services to which families are referred. Findings suggest that compared to African American families, Hispanic families were more often referred to psychosocial services (e.g., mental health) than basic needs (e.g., housing). These findings indicate a need to reduce service referral disparities between ethnic groups.     

Policy‐Induced Risk and Responsive Participation: The Effect of a Son's Conscription Risk on the Voting Behavior of His Parents

When do government policies induce responsive political participation? This study tests two hypotheses in the context of military draft policies. First, policy‐induced risk motivates political participation. Second, contextual‐level moderators, such as local events that make risk particularly salient, may intensify the effect of risk on participation. I use the random assignment of induction priority in the Vietnam draft lotteries to measure the effect of a son's draft risk on the voter turnout of his parents in the 1972 presidential election. I find higher rates of turnout among parents of men with “losing” draft lottery numbers. Among parents from towns with at least one prior war casualty, I find a 7 to 9 percentage point effect of a son's draft risk on his parents’ turnout. The local casualty contextual‐level moderator is theorized to operate through the mechanism of an availability heuristic, whereby parents from towns with casualties could more readily imagine the adverse consequences of draft risk.     

Women in the driving seat: Eastern European immigrant women's citizenship,participation and educational inclusion in Portugal

This paper is a case study of Eastern European immigrant women's social inclusion in Portugal through civic participation. An analysis of interviews conducted with women leaders and members of two ethnic associations provides a unique insight into their migrant pathways as highly educated women and the ways in which these women are constructing their citizenship in new contexts in Northern Portugal. These women's accounts of their immigrant experience embrace both the public realm, in using their own education and their children's as a means of integration but also spill over into ‘non-public’ familial relationships at home in contradictory ways. These include the sometimes traditional, gender-defined division of labour within the associations and at home and the new ways that they negotiate their relative autonomies to escape forms of violence and subordination that they face as women and immigrants.
