The Intersection of Redistricting,Race, and Participation

The drawing of congressional district lines can significantly reduce political participation in U.S. House elections, according to recent work. But such studies have failed to explain which citizens’ voting rates are most susceptible to the dislocating effects of redistricting and whether the findings are generalizable to a variety of political contexts. Building on this nascent literature and work on black political participation, we show that redistricting's negative effects on participation—measured by voter roll‐off in U.S. House elections—are generally strongest among African Americans, but that black voters can be mobilized when they are redrawn into a black representative's congressional district. Our findings, based on data from 11 postredistricting elections in five states from 1992 through 2006, both expand the empirical scope of previous work and suggest that redistricting plays a previously hidden role in affecting black participation in congressional contests.     

Integrated resorts and hotel (gambling) service enterprises in Singapore,Macau and Australia: the changing policy landscape

In 2006, Singapore passed legislation allowing the establishment of integrated resorts (IRs) with extensive gaming facilities on the island nation. The Singaporean government was motivated to open two massive IRs in 2010 by the twin objectives of achieving a dramatic elevation in the position of the services industry within their national economy, and to increase state income through lucrative gaming taxes. The Singapore government's decision to take this developmental step was directly influenced by the expansion of Macau into the largest global gambling entity in the world, now dwarfing Las Vegas across all key indicators including revenue and visitor numbers. Macau's position at the pinnacle of Asian gambling, attracting the massive Chinese market, is now beyond dispute. Combined, both Macau and Singapore have altered the IRs services landscape of Asia and Australasia. The economic success of the two Asian gambling giants has seen notable policy responses from national and regional governments. In Australia these policy responses have led to decisions to build new IRs and massively redevelop existing facilities up to a new standard of service aimed at competing with the new facilities operating in Singapore and Macau.

China's Climate Change Policy Process: improved but still weak and fragmented

China has recently become the world's largest emitter of carbon and is already facing many harmful effects domestically from climate change. Chinese leaders have therefore made a high-level commitment to curb emissions, as evident in the 2007 National Climate Change Program. However, the government has missed many of its targets, in particular its goal of reducing energy intensity. This essay argues that China is missing its targets because of a number of factors which stem from the fragmented nature of China's authoritarian system. First, environmental policies are too broad and complicated, making it difficult for regulators to enforce the laws. Second, the current incentive structures of promotion and salary cause local officials to give higher priority to economic development than to environmental issues. Third, environmental regulators, such as the judiciary and environmental agencies, remain weak and impeded by enforcement obstacles. While positive changes have occurred, such as the emergence of NGOs and the media as environmental watchdogs and a burgeoning clean technology sector, much remains to be done to improve the long-term viability of climate change policies in China. Based on the preceding analysis, this essay recommends ways by which the government could improve the process of enacting and implementing climate change policies. It also urges the international community to sympathize with the Chinese government and, by leading the way, help the government gain greater compliance with climate change policies.     

Abu Ghraib, Administrative Evil, and Moral Inversion: The Value of "Putting Cruelty First"

The torture and abuse of detainees at Abu Ghraib prison and at other sites in Iraq, Afghanistan, and Cuba raise disturbing questions that have few, if any, easy answers. Were these intentionally evil acts committed by a few bad apples who took advantage of the power they wielded over the detainees? Or were they cases of administrative evil in which the obvious evil of torture and abuse was masked from the perpetrators, including those who performed subsidiary and supportive functions? The more fundamental question is, are torture and abuse always wrong? How close did the United States come to moral inversion in this case? Judith Shklar’s concept of “putting cruelty first” aids our understanding of this case and points toward a trajectory that could help prevent future moral inversions and administrative evil.
