组织公民行为的道德审视

组织公民行为作为一种积极的角色外行为对组织内部环境有建设性作用的同时也会对组织管理产生一定消极影响,但是把对组织公民行为的失当管理所带来的后果归咎为这种角色外行为的消极影响有失偏颇。管理活动一旦背离组织公民行为内在的道德性,势必会诱发管理困境和成员的消极角色外行为,产生道德摩擦。因之,本文从潜在的道德困境这一角度审视组织公民行为的消极影响,侧重从成员的心理动机和组织反馈进行归因分析,期待通过人力资源管理途径来改善组织公民行为的道德处境。     

Price v. Time Revisited: The Need For Medium-Neutral Shield Laws In An Age Of Strict Construction

Journalists were alarmed when, in 2005, the United States Court of Appeals for the Eleventh Circuit denied shield-law protection to Don Yaeger, an investigative reporter for Sports Illustrated, in a libel suit by fired football coach Mike Price. Yaeger is a journalist, and Alabama's shield law offers absolute protection even when a journalist is a party to a case. The court's decision turned on the fact that Alabama's seventy-three-year-old statute does not include the word “magazine.” This article shows that this hole in the “covered medium” language of Alabama's statute is not uncommon among the nation's thirty-six shield laws and that the Eleventh Circuit's strict reading of the statute's text is not at odds with current trends in statutory interpretation. Those two facts, combined with the rise of the Internet as an important vehicle for journalism, suggest the time is ripe to scrutinize and modernize shield laws, some of which have been on the books for more than a century.     

“省直管县”改革背景下的地级市:定位、职能及其匹配

"省直管县"是我国"十二五"期间地方行政体制改革的重要内容之一,但学术界对改革后地级市的角色定位和职能转变研究较少,这与其重要的现实意义形成了强烈的反差。本文认为,应将"省直管县"后的地级市定位为"城乡分治、市县并置"格局下的"区域增长极",加快政府职能转变,逐步裁撤涉农职能,强化宏观调控职能,重视文化教育职能,突出公共服务职能,通过行政区划的渐进调整、省级政府的职能转变以及市县关系的重新建构体现其定位与职能的匹配性。     

策略人和策略决策模型:草原管理的智能体模拟分析

传统决策理论忽视了对人的策略性行为和策略决策的考察。本文通过对草原管理的智能体模拟分析,发展了策略人和策略决策新模型,并重点研究了策略人的四种典型策略决策:策略性投票、掩盖性、交易性和学习性策略决策。智能体模拟分析发现,在特定条件下,策略人的策略决策深刻影响个体的具体行动,并进而影响个体的行动结果(例,草原的可持续发展)。进而探讨了通过政策或制度安排来利用策略人的策略决策谋取预期政策或制度收益的可能性和其现实响应,并与策略人的四种典型策略决策相对应,依次讨论了策略约束性、保护性、诱导性以及学习性四种政策或制度安排。     

金融发展与产业升级关系研究——以陕西省为例

本文以陕西省1997—2011年的样本数据对产业升级与金融发展的关系进行分析,研究表明,金融发展规模、金融发展效率以及城市化是产业升级的原因。其中,产业合理化与金融发展规模、金融发展效率都存在单向格兰杰关系;金融发展效率是产业高级化的单向格兰杰原因,城市化与产业升级无显著的格兰杰关系。最后,为促进产业升级与金融发展提出建议。     

China Also Has a Dream to Pursue

THE world has entered the era of the knowledge economy and, as the key strategic resource for national development, talent is playing an increasingly vital role. For example, today, the use of computers to create wealth and value signals a major change in mankind’s mode of working. Wealth and value were first created from the soil, then in factories, later in banks and now via the Internet and computers. This marks significant human progress.     

Distributional effects of dollarisation: the Latin American case

Over the past two years Ecuador, El Salvador and Guatemala have adopted the US dollar as a legal currency in their countries. Several other Latin American countries, including Argentina, are currently discussing dollarisation. In this policy paper we look at the existing evidence for answers to two basic questions. First, under what general circumstances might dollarisation make sense? Second, are there clearly differentiated winners and losers from dollarisation and, if so, can we identify them, so that policy can take these political economy factors into consideration? Our review of the evidence demonstrates that there are consistent patterns of distributional effects, both positive and negative, from the choice of exchange rate regime. These effects are presently not considered in exchange rate policy decision making, but should be. While the effects are not as pronounced as those from major trade liberalisation agreements, they are significant. Ways to cushion the effects of exchange rate regime choice should be considered in the future by policy makers. Moreover, we find that dollarisation is embedded in the politics of the region. Dollarisation is often sold as a substitute for the deeper institutional reforms needed to improve economic performance and distribution in Latin America.
