青少年生命意识淡漠的原因分析

近年来,青少年残害他人生命自杀现象日益突出。青少年生命意识较为淡漠与青少年没有形成良好的生命意识,既有其自身的心理、生理等原因,又与教育、制度以及舆论引导等三个方面的缺失有着极大的关联。     

Do National and International Media Cover the Same Event Differently? The Online Media Framing of Irreecha Festival Tragedy

This article examines how media framed the deadly stampede that killed several dozen people gathered to celebrate a festival in Ethiopia. News articles published by 14 national media (N=21) and 116 international media (N=117) on October 2 and 3, 2016 were collected and comparative content analysis was carried out between April and May 2017. Conflict, attribution of responsibility and political consequences frames dominated the coverage. The differences observed in the use of conflict, responsibility and morality frames by national and international media were statistically significant. The differences in the appearance of political consequences and human-interest frames in national and international media were not statistically significant. In terms of coverage pattern, the themes of headlines of almost all the news articles published on the first day after the incident focused on deaths of people whereas the second day headlines diverged to deaths, mourning, unrest that followed, and other issues as the media found additional facts to organise strong and compelling frames to influence the audience. Based on the findings, this article generalises that national and international media cover the same disaster from different perspectives—national media promote national interest whereas international media emphasise conflict.

Simultaneous Quantitative Determination of Amphetamines,Opiates, Ketamine,Cocaine and Metabolites in Human Hair: Application to Forensic Cases of Drug Abuse

A method using liquid chromatography–tandem mass spectrometry (LC–MS/MS) to simultaneously quantify amphetamines, opiates, ketamine, cocaine, and metabolites in human hair is described. Hair samples (50 mg) were extracted with methanol utilizing cryogenic grinding. Calibration curves for all the analytes were established in the concentration range 0.05–10 ng/mg. The recoveries were above 72%, except for AMP at the limit of quantification (LOQ), which was 48%. The accuracies were within ±20% at the LOQ (0.05 ng/mg) and between −11% and 13.3% at 0.3 and 9.5 ng/mg, respectively. The intraday and interday precisions were within 19.6% and 19.8%, respectively. A proficiency test was applied to the validated method with z-scores within ±2, demonstrating the accuracy of the method for the determination of drugs of abuse in the hair of individuals suspected of abusing drugs. The hair concentration ranges, means, and medians are summarized for abused drugs in 158 authentic cases.

完善我国海事审判制度的思考

海事审判是我国法院审判工作的重要组成部分。当前我国海事审判制度在审级设置、管辖等领域还存在诸多问题。面对加入世界贸易组织后我国海事纠纷日益增多的严峻形势,必须改革现有的海事法院审级体制,赋予海事法院对刑事、行政案件的审判职能,适度扩大海事法院的管辖范围,提高海事审判的专门化程度。

现行的农村食品安全监管模式过分强调国家行政权力的作用,忽视了其背后高昂的行政成本,忽视了民间组织作用的发挥以及非权力治理手段的运用.在公共治理模式下,应该结合农村实际,加强行政指导,建立起非政府组织(机构)参与的"非权力监管"运行机制,以形成政府与民间社会沟通协调、分工合作的良好局面.     

国际司法机构的源起与发展路径

国际司法机构的兴起是现代国际法最重大的进展之一。中外学界一般认为，其源头始于1899年和1907年的两次海牙和会，其后的所有发展都是海牙和会所开启之进程的延续。这种看法与实践并不完全吻合。裁判人权、国际刑事或国际公务员案件的国际法庭或法院，在性质、原则及结构体制上都与国际法院等所谓海牙法庭存在很大差异。它们有着自己的演进路径，其源头不是海牙和会，而是1919年的凡尔赛和会。海牙和会代表了国家间基础上的横向权力结构，而凡尔赛和会则是纵向的、有组织的现代国际社会兴起的标志。现代国际社会在可预见的将来仍会维持这种二元结构，这也就决定了国际司法机构在相当长的时间内仍会分别沿着不同的路径继续发展。
