Following earlier articles on social change and conflict in rural England 1780–1850, we assert the relevance of the open‐closed model of social structure, particularly to the study of Burwash by Wells [1981]. This paper demonstrates that no parish was insulated from economic and other influences exerted in and by neighbouring parishes. More especially, although open parishes challenged the upper Establishment, they were not devoid of internal strife, since different interests were not subject to the overriding influence of the large landowners who dominated the populations of closed parishes.  相似文献

This note replies to two previous contributions by Mick Reed in the Journal of Peasant Studies. The author agrees with Reed on the importance of family labour to the peasantry. While recognising that subsistence was significant, he cannot, however, agree that peasants stood outside the capitalist economy, since they depended on the market for the bulk of their living. However, within the capitalist economy the distinction between the peasant and estate systems is important, making attention to the open‐closed model a necessary part of studies such as those of Roger Wells and Mick Reed. In this context, the author asserts a more limited role for the concept of ‘conflict’, by distinguishing it from ‘friction’.  相似文献

This paper analyzes the consequences of different assumptions regardingthe kind of uncertainty that exists at the constitutional stage of a two-stage political process. Individuals at the constitutional stagedecide the actions that are to be allowed, compelled or banned in thesubsequent stage. The analysis allows us to specify conditions under whichcertain bans and obligations might be included in a constitution, whileothers are decided by legislative action, to define the ``optimal votingrule'', and the conditions under which the majority rule is this optimalrule. This paper is concerned with development administration in practice, at the level of a particular project which was implemented in the Caribbean island of Jamaica in 1979. We are essentially concerned with the problem of the degree of fit between operational project objectives and the management of project resources, including personnel. The intent is to provide empirical evidence of some of the major difficulties encountered in the field by the development administrator, with a focus upon project organization and the managerial sub-system. We found the management of Project OASIS to be characterized by the lack of control mechanisms, weak discipline, and inadequate information flows. These problems were only exacerbated by the nature of the local policy environment. Development is in fact particularly difficult to administer. The conclusion emphasizes the need to involve the target communities directly in both development planning and in the process of implementation. It is also imperative to mobilize and maintain sufficient political concensus to attain the agreed outcomes, on the basis of a congruent ordering of values and utilities.  相似文献

This paper speculates that due to antiquated criminal predator identification that the courts render less prison time to predators who continually commit abominable forms of crime than to first time violent offenders who were controversially convicted of the crime of murder. A sample of 89 respondents includes 61 males and 28 females incarcerated in high custody penitentiaries. The findings show that many predators are rarely charged and/or convicted of heinous predatory acts consequently their prison sentences averaged an eight year confinement as compared to nonpredators with an average of 25 years to life, often without parole. The hypothesis was supported and a criminal offender classification was created to explain various offender profiles. One implication of this finding is that methods of crime control including criminal profiles are inadequate to deal with one of America's worst problems—predatory attacks. An assumption that arises from this implication is that crime control is linked to popular myths produced by the media and therefore predators largely go unchecked. Further research should be concluded to determine efficient methods of intervention for various categories of predators.  相似文献
