Rapid urbanization in developing countries is placing increasing strains on the financial capacity of governments to provide the urban services and infrastructure that will be needed to promote sustainable economic growth. The growing complexity of urban systems in developing countries and the financial constraints on central government agencies are pressuring governments to decentralize a wider range of responsibilities for financing and providing public services in urban areas. Experiments with five approaches to local finance in many developing countries have focused more on revenue generation than on strengthening the administrative capacity of local governments to manage new responsibilities. The success of decentralization and of local revenue generation in the future, however, will depend on strengthening the ability of local governments to manage revenues and expenditures more efficiently and to maintain urban services more effectively. Dennis A. Rondinelli is senior policy analyst and principal scientist in the Office for International Programs at the Research Triangle Institute, PO Box 12194, Research Triangle Park NC 27709. Dr. Rondinelli has served as an advisor to governments in developing countries and international assistance organizations on public administration, municipal management and urban development policy, subjects on which he has published ten books and more than one-hundred articles. Corporate law in the United States involves dual regulation.Although state and federal corporate law typically functionwithout mutual interference, the last thirty years have revealedpotential conflicts, chiefly in two situations. One involvescivil remedies for investors under federal securities statutes;the other is state anti-takeover regulation and its relationshipto the federal Williams Act. The postwar years until 1975 sawperhaps too much reliance on the federal component of corporateregulation. Since 1975, there has been a renaissance of statelaw. Recently, however, appreciation for state regulatory authoritymay have degenerated into hostility to the will of Congress.The authors argue that the core interpretive task in federalsecurities law is preservation of both regimes to maximum effect,because the Congress has expressly declared that state authorityshould continue adjacent to federal regulation.  相似文献

This article examines the Republic of Chin’s (Taiwan) policy toward the democracy movement that swept the People’s Republic of China during April, May, and June 1989. The literature on the effects of campaign expenditures on electoral outcomes implicitly suggests that incumbent spending cannot have a negative marginal impact on the incumbent's vote share. Indeed, that literature has spent a great deal of effort finding positive and significant effects of incumbent spending. This paper shows that there are circumstances under which theory predicts zero and even negative impacts of incumbent spending. Estimating equations derived from the theory provide strong support for the base model, though only weak support for the extensions which predict nonpositive marginal products for incumbents.  相似文献
