Behavioral Determinants of Citizen Involvement: Evidence from Natural Resource Decentralization Policy

This article examines the robustness of citizen involvement in decentralized governance. It develops two behavioral theories of citizen involvement and examines their relative explanatory power with survey data collected from subsistence households in forest‐dependent communities in Bolivia, Kenya, Mexico, and Uganda. Counterintuitively, the analysis finds that households that have been engaged with collective action the longest are the most likely to disengage from decentralized institutions once they confront crises. This result is interpreted in light of psychological self‐licensing theory: people justify noninvolvement with decentralization precisely because of their past effort. This result implies that policies that rely on local involvement may be unsustainable insofar as they fail to address the underlying vulnerability of local users. In order to ensure that citizen involvement with decentralized governance is consistent and effective, policies need to address the structural factors that make users vulnerable to crises.     

Intimate Partner Violence and Risk for Child Neglect during Early Childhood in a Community Sample of Fragile Families

The current study explores the relationship between child neglect and intimate partner violence (IPV) in a longitudinal community sample of 1,740 families with young children, with a special focus on the association between specific typologies of both neglect behaviors and IPV. We focused on families followed across early childhood, because infants and toddlers are at the greatest risk of exposure to neglect (the most prevalent type of child maltreatment), and this period spanning the transition to parenthood presents heightened risk for IPV. We found evidence that coercive IPV is an important driver of the connections between IPV and subsequent neglect through affecting the mother’s well-being and ability to provide basic care and nurturance. Implications for intervention and future work addressing definitions and pathways to neglect are discussed.     

Building Ethical Capital: Perceptions of Ethical Climate in the Public Sector

This article examines influences on public servant perceptions of ethical climate in the public sector. The array of beneficial outcomes produced by perceptions of a positive ethical climate, the existence of government programs aimed at improving ethical climate, and implications for government accountability and trustworthiness all argue for a better understanding of the sources of these perceptions. Empirical analyses of survey responses from employees of the U.S. federal executive branch show that individuals in leadership positions perceive the ethical climate more positively. Conversely, work tenure tends to worsen perceived ethical climate, although supervisory status attenuates this negative effect. Ethics training, interaction with ethics officials, and perceived knowledge about ethics topics consistently influence perceptions of ethical climate and advice‐seeking behavior in a positive way. A set of results related to advice‐seeking behavior serves to reinforce the important role of ethics officials.

Spuriousness or mediation? Broken windows according to Sampson and Raudenbush (1999)

In 1999, Sampson and Raudenbush published an influential article in the American Sociological Review on the link between disorder and crime in urban neighborhoods. The present article offers a reinterpretation of their 1999 article based on the contentions that: (1) their interpretation of the broken windows thesis is imprecise, and (2) there is an alternative interpretation of their findings that was not considered. Based on these contentions, and contrary to Sampson and Raudenbush's (1999) assertions, the authors conclude that the results of Sampson and Raudenbush's study are not inconsistent with the broken windows thesis and therefore should not be used as empirical evidence against it.
