A paradox in current international development cooperation is comprised by the simultaneous insistence on national ownership and far-reaching donor involvement through policy dialogue. In order to better understand this combination of a strong ownership ideal and extensive donor presence, this article explores how national and external actors portray the process of formulating and revising development policies and programmes in an aid recipient country. The study is based on original empirical material from national as well as external actors involved in the aid relation in Rwanda which, despite heavy aid dependence, is known to have achieved relative policy independence. Analysed in relation to three strands of critical thought in previous research, findings show that, in Rwanda, the very top political leadership is actively involved in initiating and formulating policies; that there are instances of negotiation as well as strong disagreements between national and external actors; and that, rather than donors seeking to retain control, Rwanda is depicted as setting its own agenda and effectively managing its donors. The paradox of an ownership ideal combined with donor involvement is thus met by an apparent tendency among national as well as external actors to emphasise national ownership while toning down donor influence.  相似文献

Public–private partnerships (PPPs) are growing in popularity as a governing model for delivery of public goods and services. PPPs have existed since the Roman Empire, but their expansion into traditional public projects today raises serious questions about public accountability. This article examines public accountability and its application to government and private firms involved in PPPs. An analytical framework is proposed for assessing the extent to which PPPs provide (or will provide) goods and services consistent with public sector goals of effectiveness, efficiency, and equity. Six dimensions—risk, costs and benefits, political and social impacts, expertise, collaboration, and performance measurement—are incorporated into a model that assists public managers in improving partnerships’ public accountability.  相似文献

In this paper we investigate how participation in the Early Assessment Program, which provides California high school juniors with information about their academic readiness for college‐level work at California State University campuses, affects their college‐going behavior and need for remediation in college. Using administrative records from California State University,–Sacramento and the California Department of Education, we find that participation in the Early Assessment Program reduces the average student's probability of needing remediation at California State University by 6.1 percentage points in English and 4.1 percentage points in mathematics. Rather than discouraging poorly prepared students from applying to Sacramento State, EAP appears to lead students to increase their academic preparation while still in high school. © 2010 by the Association for Public Policy Analysis and Management.  相似文献

Some theorists argue that cooperative intergovernmental relations are critical to policy implementation in the United States. This assertion is explored in the context of fair housing enforcement by comparing favorable administrative outcomes in fair housing complaints at the federal, state, and local levels from 1989 to 2004. What conclusions can be drawn from this systematic comparison of intergovernmental enforcement in one policy area over an extended period of time? First, cooperative federalism works well in fair housing enforcement. Second, of special significance, state civil rights agencies resolve complaints in favor of complainants nearly as often as the Department of Housing and Urban Development, and localities sometimes do so even more frequently.  相似文献

Legislators in modern democracies (a) accept bribes that are small compared to the value of the statutes they pass and (b) allow bans against bribery to be enforced. In our model of bribery, rational legislators accept bribes smaller not only than the benefit the briber receives but than the costs the legislators incur in accepting the bribes. Rather than risk this outcome, the legislators may be willing to suppress bribery altogether. The size of legislatures, the quality of voter information, the nature of party organization, and the structure of committees will all influence the frequency and size of bribes.  相似文献

This essay is an inquiry into the epistemology of the holocaust. It contests organic explanations of the event in favour of an interpretative pluralism . Different questions are seen as demanding different forms of inquiry: what made the holocaust possible requires a political analysis, the issue of its uniqueness calls for a sociological perspective, while an anthropological approach is necessary in order to illuminate its enduring symbolic significance. The essay will deal with these matters in an innovative manner. Thus, in concert with one another these three meditations will provide a new constellation for viewing the holocaust even as they confront certain prevailing prejudices and assumptions.  相似文献
