推进河南经济增长方式转变的思考与对策

作为新兴工业大省,河南省粗放型的增长方式还未得到根本转变。随着工业化步伐的加快,资源和环境对河南经济发展的制约和约束将更加凸显。切实转变经济增长方式,是破解河南资源环境约束的根本出路。河南转变经济增长方式,走节约发展、清洁发展、安全发展、可持续发展的路子,必须进行产业结构调整、优化和升级,完善政策机制;必须加快科技进步,强化科技对生产的作用;必须创新经济发展模式;必须构建绿色GDP核算体系和科学完整的环境资源统计指标体系。
