In this study, we build on recent social disorganization research, estimating models of the relationships between disorder, burglary, cohesion, and fear of crime using a sample of neighborhoods from three waves of the British Crime Survey. The results indicate that disorder has an indirect effect on burglary through fear and neighborhood cohesion. Although cohesion reduces disorder, nonrecursive models show that disorder also reduces cohesion. Part of the effect of disorder on cohesion is mediated by fear. Similar results are obtained in nonrecursive burglary models. Together, the results suggest a feedback loop in which decreases in neighborhood cohesion increase crime and disorder, increasing fear, in turn, further decreasing cohesion.  相似文献

Under the sponsorship of the judiciary, the Santa Clara County, California Juvenile Court, in partnership with the Juvenile Mental Health Department and a technical assistance agency (SOLOMON), has pioneered a Juvenile Mental Health Court for seriously mentally ill children who have become involved in the criminal justice system. The judiciary, probation department, district attorney, public defender, county counsel, and service providers have collectively embarked upon the implementation of a modern approach to mental health diagnosis, triage, and treatment services for youth and families who come in contact with the justice system as a result of the combination of serious mental illness and juvenile delinquency. Timely permanency for foster children has been an unrealized goal in our nation's juvenile courts. The goal of timely permanency is a legal mandate, it serves the needs of families, it is consistent with evolving case management standards, it is required by the Canons of Judicial Ethics, and it serves the best interests of children. Judges must take a leadership role within their courts to reduce delays in child protection courts. Through a series of changes including legislation, court rules, case management techniques, and judicial control, timely permanency for foster children can be achieved.  相似文献

This symposium, ‘Conceptualizing New Governance Arrangements', takes up the challenge of refining governance theory to better integrate work in several disciplines, most notably politics, public administration and law. To this end, we argue for a theoretical framework that profiles three key dimensions of governance: institutional, political and regulatory. This framework, in our view, offers new insights into the nature and operation of various governance arrangements, and offers the potential to assess and measure change within such arrangements over time. After describing our methodology for selecting and analysing the case studies profiled in the symposium, we introduce each of the articles that apply our three‐dimensional governance framework. These articles employ the framework to consider a variety of contemporary governance scenarios that vary widely by sector (environmental, climate change, forestry and education policy) and level of analysis (sub‐national, national, and bi‐national).  相似文献

This article examines the institutional, political and regulatory dimensions of environmental assessment (EA) processes. While EA is most often conceptualized as a regulatory instrument, this article contends that viewing EA in this narrow fashion obscures the broader implications and significance of EA as a distinct form of governance. When conceived as a mode of governance, EA varies considerably in terms of the key governance characteristics emphasized in this symposium. The empirical evidence rests upon three cases studies looking at very different multi‐level governance contexts: the Tamar Valley Pulp Mill in Australia, the Whites Point Quarry in Canada, and the Byströe Canal Project in the Ukraine. The case study analysis identifies large variations in the institutional, political and regulatory form that EAs take, indicating that approaches identifying EA as a form of ‘New Governance’ are overly simplistic. The analysis also points to the multi‐directional influence of different governance dimensions. The insights derived from the use of the three dimensional framework validate its value as an analytical tool.  相似文献

This article sharpens our understanding of the intersection of the discourses of gender and power in the woman principal's role by an in-depth study of Alice Havergal Skillicorn, Principal of Homerton College, Cambridge, 1935-60. Like previous principals, Skillicorn constructed a subjectivity which was dual gendered. In her public life as principal, she adopted a masculine discourse of power which subordinated feminine discourse into the private sphere. But this marginalisation of feminine discourse in her public role made her unable, except in her most intimate emotional relationship, to enact an appropriate femininity in her private life. After a theoretical and contextual introduction, it is shown how Skillicorn marginalised and negated her femininity through her body, by failing to adopt feminine standards of attractiveness in her appearance and clothes. She successfully wielded autocratic power in the public sphere with a masculine discourse of political skill, financial acumen and, most importantly, an instrumentality in her dealings with staff and students, which was entirely devoid of a feminine desire to be liked. The difficulties she faced in the private sphere - difficulties which were assuaged but not overcome by homoerotic friendship - are also discussed.  相似文献

Learning is considered to be an essential component of organizational effectiveness in all sectors—private, public and non-governmental. All NGOs aspire to be ‘learning organizations’, yet few have reflected systematically on the success in this regard. This article summarizes the experience to date of international NGOs that have prioritized learning as an objective, drawing out areas of both success and failure, and reflecting on whether there are any features that distinguish learning in NGOs from learning in other types of organization. Citizen evaluations of police services in four medium-sized cities are investigated in this article. Socioeconomic characteristics as well as police attitudes and political attitudes were found not to be good predictors of citizen evaluation. Complaint efficacy was found to be the best predictor of citizen satisfaction with police services.  相似文献

Abstract Management of face-to-face social interaction is not limited to a micro-perspective, as some critics have argued, but is equally valid as an explanatory model in macro-organizational settings. A "differential leverage interaction model" is presented, which demonstrates that organizations determine, to a great extent. the nature of face-to-face interactions that take place.
