Adult female victims of child sexual abuse: multitype maltreatment and disclosure characteristics related to subjective health

This study examined the impact of child sexual abuse and disclosure characteristics on adult psychological and psychosomatic symptoms. Data on abuse characteristics, disclosure-related events, and subjective health were collected through semistructured interviews and questionnaires from 123 adult women reporting having been sexually abused in childhood by someone close. The results indicate that disclosure-related events have a stronger relation than abuse characteristics to long-term consequences of childhood sexual abuse. In particular, a positive reaction from a partner was related to fewer symptoms. Of the abuse characteristics, exposure also to physical abuse was strongly associated to psychological sequelae.     

Adolescent Marital Expectations and Romantic Experiences: Associations With Perceptions About Parental Conflict and Adolescent Attachment Security

This study tested associations between adolescent perceptions of interparental conflict, adolescent attachment security with parents, and adolescent marital expectations and romantic experiences. Participants were 96 early adolescent females from 2 parent families. Insecurity was examined as a mediator of the association between negative perceptions of parental conflict and romantic outcomes. Results supported the mediation model in which adolescents' negative perceptions of parental conflict was associated with insecure attachment with parents, which was in turn associated with negative marital expectations and romantic experiences. Implications for understanding how parent-adolescent and interparental variables influence adolescent marital expectations and romantic experiences are discussed.

Private tax collection—remnant of the past or a way forward? Evidence from rural Uganda

This article examines the growing role and impacts of private tax collection under fiscal decentralisation in Uganda. Based on evidence from six rural councils, three aspects of privatised tax collection are examined: (i) the impact on the nature of fiscal corruption; (ii) the problem of overzealous collection; and (iii) the challenge of assessing revenue potentials. While possibly meeting short‐term demands for local revenue growth and stability, the present form of private tax collection appears to transform the nature of fiscal corruption by reducing corruption at collection point and transferring the problem into the district administration. Moreover, while the charge of overzealousness permeates historical and theoretical work on privatised tax collection, the Ugandan experience casts doubt on its general validity. Instead, perverse distributional effects are the most likely cause of deteriorating state‐citizen relations in rural Uganda. Finally, the article considers the merit of the prediction of private collection as a preferred contractual choice for certain indirect taxes, suggesting that problems of asymmetric information in assessing the revenue yields of most rural markets are exaggerated. The impact of the Master Settlement Agreement on cigarette consumption.

In 1998, 46 states and the four major tobacco companies signed the Master Settlement Agreement (MSA), which stipulated that the tobacco companies pay states $206 billion over 25 years and take steps to reduce youth smoking. The remaining states settled separately. We sought to determine the effect of the settlements on demand for cigarettes. Using a nationwide sample from 1990 to 2002, we estimated a model of the decision to smoke cigarettes. The settlements affected smoking primarily through price increases for cigarettes, although there was evidence that other policy instruments influenced smoking rates for younger smokers. By 2002, the settlements had reduced overall smoking rates by 13 percent for ages 18 to 20 and older than 65 and 5 percent for ages 21 to 64.     

Brain amino acid abnormalities in liver disease--a postmortem study

In a postmortem exploratory study, we examined whether specific amino acid abnormalities associated with liver diseases in vivo may also be detected in human brain samples obtained at clinical autopsies. The branched-chain amino acids (BCAA: valine, leucine, isoleucine) were decreased in the group of patients with liver diseases compared with the control group, whereas the aromatic amino acids (AAA: phenylalanine, tyrosine) were increased. However, the ranges overlapped significantly and were not statistically different. The molar ratio BCAA/AAA was determined to be 1.92 in the collection of patients with liver diseases compared with 2.27 in the control group. In patients with liver disease, ornithine concentrations in the brain appeared significantly decreased whereas glutamine was significantly increased. No significant difference was found in the brain concentrations of proline. Amino acid analysis may contribute to the understanding of pathophysiological mechanisms of liver disease, which are discussed, and may supplement the postmortem diagnosis.     

Per case prospective payment for psychiatric inpatients: an assessment and alternatives

Psychiatric hospitals and clinics are exempted from the Medicare prospective payment system. In this paper we examine the appropriateness of the DRG classification system for psychiatric patients and argue that, using this system as the basis of payment, two types of problems are likely to arise. We categorize these problems as "risks to hospitals" and "risks to patients" and examine the existing literature to determine whether these risks are likely to be significant. We propose a different approach to paying prospectively for psychiatric care, and suggest modifications that could be made to the structure of PPS to mitigate negative incentives embedded in the current system. Although the main focus of the paper is on the unit of payment, we also make some observations about issues arising in connection with the level of payment.     

Crime and the multi-ethnic society: A view from Europe

The old questions about possible relationships between race or ethnicity and crime are shown to be unsatisfactory as they have been based on the wrong assumption that race and ethnic background constitute natural categories. The author discusses recent crime patterns in Europe —and in The Netherlands in particular — that have emerged as a result of societies becoming multiethnic. His research agenda includes the study of contrasting crime profiles, patterns of police selectivity, discrimination and racist violence, culture conflict and internationally organized crime.     

The year without Mardi Gras

This is a case study of the proceeding of one police strike in the American Deep South of the 1970s. The author discusses the strike as a conflict between the Teamsters' Union wanting to make an inroad among governmental workers in major cities and a just elected black city administration. The threat that organized crime would take over turned against the local Police Union as Northern so-called international negotiators had been brought to New Orleans. First black mayor Dutch Morial was supported by the captains of the Mardi Gras parades to call off Mardi Gras in order to break the strike.
