"新经济"和我省的发展思路探讨

“新经济”和“知识经济”都是近20年涌现出来的经济现象和经济概念。“新经济”源起于发达国家,它不是一般意义上的经济水平和经济体制上新与旧的变化,而是建立在以信息技术为主导的现代高科技基础上的经济大调整,对人们的思想观念、社会生产、生活及方方面面的关系都发生普遍影响,被称为继蒸气机、电的运用之后的“第三次产业革命”。“新经济”使发达国家特别是美国在近几年中,经济保持了平稳增长,通货膨胀率、失业率和财政赤字都控制在较低水平,可谓受益匪浅。     

Induction of hypoxia-inducible factor-1alpha in two kinds of rats asphyxiation death models

OBJECTIVE: To investigate the expression of hypoxia-inducible factor 1-alpha (HIF1-alpha) in the heart, lung, liver and kidney in rats died of two typical models of asphyxia. METHODS: Two asphyxia models were made and tissue samples of the dead rats were collected from different groups at various postmortem duration. The expression and the changes of HIF1-alpha in various tissues were examined by immunohistochemistry and image analysis techniques. Results Significant expression of HIF1-alpha was observed in the myocardial fibers, kidney cells, liver cells and lung cells in both asphyxia models, but not in the control group. The expression of HIF1-alpha in various tissues in the rat died of nitrogen gas breathing was found in the nuclei at 0 hour and the expression level decreased gradually thereafter. The HIF1-alpha expression level and duration in various tissues of the rat died of hanging were higher and longer than that of the former group, with a peak of the expression level observed 6 hours after death, and then started to decline in all tissues except the heart where the expression still showed an increase 24 hours after death. The control groups showed a steady expression in the cytoplasm but not in the nuclei. CONCLUSION: HIF1-alpha appears to be a valuable biomarker in the diagnosis of asphyxia within 24 hours after death.     

走向全民健康保险:论中国医疗保障制度的转型

中国已经进入全民医保的时代,但医疗保障体系呈现碎片化的特征,其内部的若干制度安排之间出现了不协调。中国医疗保障体系亟待进一步转型,转型的重点和方向是将基本医疗保障体系从现行分散化、碎片化的社会医疗保险制度,改造为集中化、一体化的社会医疗保险制度,即全民健康保险。推进全民健保是"发展型社会政策"的体现,具有同时促进经济增长和社会发展的双重功效。从短期来看,这是一种简单易行而又可持续的减税计划,可以促进经济增长,有助于经济发展模式的转变;从长远来看,全民健保制度的建立标志着"社会性基础设施"的建设又迈上了一个新的台阶,这必将为中国福利国家的重建奠定基础。     

马克思主义哲学中国化研究的视野与方法

马克思主义哲学是被实践证明了的科学的世界观和方法论,马克思主义哲学中国化进行的好与不好,顺利或不顺利,直接关乎到马克思主义在中国能否实现真正的中国化———富有中国作风和中国气派,反映民族性和时代性。当前马克思主义哲学中国化过程中面临的种种困境和挑战,为一种新的研究视野与研究方法的提出提供了可能性。站在世界历史的视野,采用历史主义研究方法,马克思主义哲学中国化研究这种在视野与方法上的创新,有助于进一步推动马克思主义中国化。     

我国刑事辩护制度的重要发展、进步与实施——以新《刑事诉讼法》为背景的考察分析

新《刑事诉讼法》关于刑事辩护制度的修改、完善不限于"第四章辩护与代理"的范围,而是整体性、全方位的,贯穿、体现于《刑事诉讼法》的诸多方面。从某种程度上讲,这次《刑事诉讼法》再修改主要是围绕保障人权、完善刑事辩护制度、强化刑事辩护职能而展开的。本文拟从刑事辩护制度的基础性问题、条件性的辩护权利、手段性的辩护权利、保障性的辩护权利四个方面对刑事辩护制度的发展、进步做一次全面的梳理,并对下一步实施中的突出问题作出预测,提出期望。     

Determination and validation of tetrodotoxin in human whole blood using hydrophilic interaction liquid chromatography-tandem mass spectroscopy and its application

A sensitive analytical method was developed for the quantitative determination of tetrodotoxin (TTX), a powerful sodium channel blocker, in human postmortem whole blood. The sample mixture was cleaned up using cation exchange SPE catridge after protein precipitation by methanol and then separated on a PC-HILIC (phosphorylcholine hydrophilic interaction liquid chromatography) column (150 mm × 2.0mm i.d., 5 μm) using a isocratic elution of 1% acetic acid and acetonitrile. The identification of TTX was performed on tandem mass spectrometry with electrospray ionization interface in positive ion mode. The retention time of voglibose (internal standard) and TTX was 5.1 and 6.0 min, respectively. TTX and internal standard (voglibose) were monitored and quantitated using the ion transitions: the respective precursor to product ion combinations, m/z 320/302 for TTX and m/z 268/92 for voglibose in the multiple reaction monitoring (MRM) mode. The recovery of TTX and voglibose was 61.4% and 62.8%, respectively and the good accuracy (97.7-103.9%), linearity (2-1200 ng/mL) and reproducibility were shown in this method. The limit of detection and limit of quantification were 0.32 ng/mL and 1.08 ng/mL, respectively. This method was applied in the case of three fishermen who were poisoned (including one death) by unknown fish on their boat in October 2010. In this case, the levels of TTX were 27.2, 30.0 and 29.7 ng/mL in heart blood, peripheral blood and serum of a victim, were 3.1 and 12.1 ng/mL in peripheral blood and 3.9 and 12.8 ng/mL in serum of two survivors, respectively.     

论医疗过失刑事责任成立范围的限定

医疗行为较之于其他业务行为具有更高的风险性。如果让医务人员对所发生的任何损害结果都承担刑事责任的话,必然不利于医疗行为的完成。为此,有必要通过被允许的危险理论和信赖原则对医疗过失刑事责任的成立范围进行限定,减轻医务人员刑事责任过重的负担,这对于患者的利益维护及医学的进步有着极为重要的意义。     

硫磺制模法提取雪地足迹的优势

目的比较硫磺制模法与石膏制模法提取雪地足迹的效果。方法分别用两种制模法实验,观察比较操作流程、制模时间、细节特征反映等方面。结果硫磺制模法在雪地足迹提取的速度、细节特征反映等方面优于石膏制模法。结论与传统的石膏制模法相比,硫磺制模法更加迅速、简便,在细节特征的反映更加清晰。     

内地西藏班(校)学生的跨文化适应

跨文化适应是指身处异文化环境中的个体或群体有意识、有倾向地调整自己的心理活动和行为方式,以便更好地融入异文化的过程,分为社会文化适应和心理适应两个维度。前者以学习适应、生活适应和交往适应为标志;后者以主观幸福感和心理健康为指标,内地西藏班(校)学生的跨文化适应状况是喜少忧多,在诸多方面适应不良。造成这种状况的根源是文化中断。从外部加强社会支持、缩短文化距离,消除歧视与偏见;从内部确立合理的评价与应对方式,增加与文化相关的知识技能,是应对跨文化适应不良的有效措施。
