服务型政府——职能结构体系及其构建

20世纪70年代末以来,世界性行政改革浪潮引发了服务型政府理论的探讨,为我国行政改革提供了借鉴意义。服务型政府的讨论是我国学者借鉴西方行政话语体系,结合我国的实际情况,提出的一种改革模式,随后关于服务型政府的模式构建、服务型政府体系、服务型政府的实践总结等研究探索相继展开。服务型政府体系应当是一个政府各部分目标一致、相互协调、运转灵活、解决问题高效的体系,而职能结构是服务型政府体系的构成要素之一,是政府改革的起点,它涉及服务型政府职能结构的划分与配置等。

EMPEROR Guangxu,nominal ruler of the Qing Dynasty (1644-1911),died on November 14,1908,while under house arrest. On that day his aunt, Empress Dowager Cixi,actual ruler of China who had placed him there, decreed three-year-old Aisin-Gioro puyi, son of prince Regent Zaifeng, as Guangxu's successor.Cixi herself died the next day, on November 15.puyi was the last emperor of feudal China. His reign marked the end of the imperial system of rule instituted by Emperor Qinshihuang in 221 BC.     

Qu Yuan-Poet,Patriot and Thinker

QU Yuan (340-278 B.C.) was born in the State of Chu, in what is present-day Zigui County, Hubei Province. He lived during the late Warring States Period (475-221 B.C.) of political chaos shortly before Emperor Qin Shihuang unified China. Qu Yuan's academic excellence earned him a place in the court of King Huai Before long his eloquence and state administrative skills brought him a promotion to the position of zuotu- deputy prime minister, a position he used to carry out much needed reforms to the State of Chu's domestic and foreign affairs.     

社区自治：我国社区治理的发展目标

改革开放以来,我国的社区治理主要经历了行政型、合作型两种模式。实现社区自治是我国社区治理的发展目标,但目前条件尚未成熟。要实现社区自治的目标,必须从加强社区治理的法律建设、积极促进第三部门发展、大力发展社会中介组织、积极培育公民的参与意识和社区理念等方面努力。

中国司法精神病学家--刘协和教授

刘协和教授1928年生于湖南衡阳,1955年毕业于湖南医学院医学系,同年10月分配到四川医学院从事精神病学和司法精神病学的教学、医疗、科研和司法鉴定工作,迄今已45年.历任华西医科大学精神病学教研室主任、研究室主任,法医学系司法精神病教研室主任,华西医科大学图书馆馆长.现为华西医科大学精神病学教授、博士生导师、心理卫生研究所所长.

政治责任与公共权力的统一是民主政治的必然要求,也是责任政治实现程度的重要衡量标准。面对现实政治生活中政治责任缺失的恶劣情况,在公共权力内在矛盾之上积极寻求其与公共权力失衡的理论根源,通过权力制约、权利监督、个人道德水平提升的关键点,突出制度功能性建设以确立责任对公共权力的基础性控制,应成为防控公共权力超出合法合理界限的逻辑思路与促使政治责任实现的必要保障。
