This paper is a brief critical review of the present state of research and theory in the area of moral development. It poses a number of questions about the theoretical basis of Kohlberg's six stages and examines the nature of the evidence to date and the limitations of knowledge in the area. A major omission in diffusion research is the scope of changein program adoptions. Diffusion studies focus almost exclusivelyon the rate of change, thus ignoring possible variance in thecontent of programs selected by leaders, followers, and laggards.States may adopt new programs in one area, such as state-mandatedstudent testing. While most states now have a testing policy,these policies vary in terms of the number of students subjectto examinations. Thus, the amount of program change dependson the content of each state's policy. An interstate diffusionstudy of the pattern of program adoptions ignores this variance.It is also possible that policy scope is influenced by certainaspects of the diffusion process. This article argues that a major problem with contemporary policy analysis is that it has difficulty coming to terms with complex economic change. This in turn is probably influenced by a view of socioeconomic systems that still harks back to the classical mechanics of the nineteenth century and a relatively stable world in which social action could reasonably be informed by disinterested scientific research of a traditional kind. By means of a review of some recent policy analysis literature and by focusing on issues relating to development issues in contemporary Africa, the article maintains that a more realistic approach would recognize the evolutionary nature of modern socioeconomic systems and base policy interventions accordingly. In particular, there is a need to see ‘policy’ as a process of complex change requiring innovative institutional contexts and novel managerial capabilities. 相似文献

Acid scavengers are frequently used as stabilizer compounds in a variety of applications. When used to stabilize volatile compounds such as nerve agents, the lower volatility and higher stability of acid scavengers make them more persistent in a post-event forensic setting. Compound-specific isotope analysis of carbon, nitrogen, and hydrogen in three acid-scavenging compounds (N,N-diethylaniline, tributylamine, and triethylamine) were used as a tool for distinguishing between different samples. Combined analysis of multiple isotopes improved sample resolution, for instance differentiation between triethylamine samples improved from 80% based on carbon alone to 96% when combining with additional isotope data. The compound-specific methods developed here can be applied to instances where these compounds are not pure, such as when mixed with an agent or when found as a residue. Effective sample matching can be crucial for linking compounds at multiple event sites or linking a supply inventory to an event. 相似文献

Physical restraint of people experiencing mental health problems is a coercive and traumatic procedure which is only legally permitted if it is proportionate to the risk presented. This study sought to examine the decision-making processes used by mental health staff involved in a series of restraint episodes in an acute care setting. Thirty nurses were interviewed either individually or in focus groups to elicit their views on restraint and experience in specific incidents. Four factors which influenced the decision to restrain were identified: contextual demands; lack of alternatives; the escalatory effects of restraint itself; and perceptions of risk. While some of these factors are amenable to change through improvements in practice, training and organisational culture, nurses viewed restraint as a necessary evil, justified on the basis of the unpredictable nature of mental illness and the environment in which they worked. 相似文献

Procedural cartel theory states that the majority party exerts influence over legislative outcomes through agenda control. This research tests predictions from the party cartel theory in five state legislatures. I assess party influence through comparison of term‐limited and nonterm‐limited legislators. I argue that term‐limited legislators (who are not seeking elective office) are no longer susceptible to party pressure, making them the perfect means to determine the existence of party influence. The results demonstrate that party influence is present in these legislatures. I find that party influence is magnified on the procedural, rather than final‐passage, voting record which is precisely where procedural cartel theory predicts. I find lower levels of ideological consistency and party discipline among members for whom the party leadership offers the least—those leaving elective office. These results provide support for party cartel theory, demonstrating further evidence of how parties matter in modern democracies. 相似文献

Achieving greater female presence in influential positions is a commonly discussed strategy for gender reform in institutions such as the US Congress. Using theory adapted from research on gender in the workplace, this study examines whether women representatives, as ‘managers’ of congressional offices, alter patterns of gender representation in Congress by hiring and promoting more women staffers compared with men representatives. Cross-sectional logistic regression analyses of staffer sex during the 110th and 111th Congresses (2007–10) reveal a positive relationship between women representatives and female presence on congressional staffs. However, the relationship does not hold with respect to the most influential staff positions. These findings provide only limited support for theories that women representatives act as ‘change agents’ by directly facilitating opportunities for women, and highlight the importance of exploring alternative strategies for empowering women and regendering legislative institutions. 相似文献
