Cannabis policy diffusion in Ontario and New Brunswick: Coercion,learning, and replication

This article integrates Hall’s (1993) social learning framework, as well as more recent contributions, into the literature on policy diffusion to better identify the goals, instruments, and precise settings for recreational cannabis policy in New Brunswick and Ontario. We analyze committee hearings, Hansard debates, and government reports and find that policy diffused via three mechanisms: coercion due to the federal criminal law power, learning from Washington and Colorado, and replication of analogous provincial policies concerning tobacco and alcohol. We also find the non‐binding federal Task Force on Cannabis Legalization and Regulation had a considerable effect on the diffusion of goals, instruments, and settings.     

Women,Marriage and Work in the British Diplomatic Service

This article explores the ways in which marriage, and the hetero-normative ideals associated with it, structured the experiences of women within the British Diplomatic Service from the early nineteenth century to the 1980s. Drawing on the sociological concept of ‘incorporation’, the article shows how assumptions about the duties of wives towards their husbands and country contributed to the ongoing exclusion of women from the Diplomatic Service and later served to restrict the career mobility of female officers, most notably through the operation of a marriage bar. The article argues that the hetero-normative model began to break down in the 1970s due to a number of factors, including generational change, the spectre of sex discrimination legislation, and the example set by more politically assertive groups of wives in Diplomatic Services elsewhere. This analysis suggests that ‘incorporation’ should be understood as a phenomenon which not only determines the social identities of wives, but can fundamentally shape the experiences and opportunities of women formally employed within the occupational culture in question.     

Conclusion: Four Recommendations to Improve Digital Electoral Oversight in the UK

To conclude this special section, this article looks at the possible avenues for regulatory reform in the field of digital campaigning. Diagnosing the need for a multi-layered approach, we argue that action is needed from government, regulators, companies, and civil society. We take each actor in turn and consider the kind of change needed, the prospects for reform, and outline four recommendations for change.     

Measuring parentage policy in the Canadian provinces: A comparative framework

This paper develops a framework to measure parentage policy based on the legal barriers faced by intended parents, taking into account eligibility requirements, rules for genetic relationships, and surrogacy contract enforceability. It then applies this framework to the Canadian provinces. While parentage policy in Canada is undoubtedly a patchwork, policy change has moved in an increasingly permissive direction, often as a result of litigation. Moreover, this study provides an opportunity to develop broader research project for comparative scholars of parentage policy. Future studies of parentage policy, building from the framework developed here, should qualitatively examine the role of policy implementers other than legislatures and determine how policy learning and transfer affect parentage policy change. Because parentage policy can provide legal certainty for parents and prevent legal disputes, understanding the factors behind policy change is an endeavour with both theoretical and practical significance.
