It is generally accepted that the international donor community influences the politics of recipient states. In particular, donor calls for political liberalization are seen to have had, and continue to have, effects upon democratization in countries dependent upon international economic assistance. Such democratic contingency tied to aid suggests that the continuation of aid flows, and possibly an increase in aid transfer sums, occurs in response to political liberalization. It also implies the threat of decreases in, or even cessation of, foreign aid should the recipient state fail to implement political reform. This research assesses the role that the donor community plays in recipient states’ transition to democracy, focusing on Tanzania as a case study. Tanzania, a major recipient of foreign aid, underwent fundamental political reform in 1992. This study combines analysis of fluctuations in bilateral aid flows to Tanzania with interpretations of the causal role played by donor pressure from the perspectives of representatives of the donor community as well as from members of Tanzania's political elite. These perspectives are derived from original interviews conducted by the author. The findings indicate no correlation between fluctuations in aid transfers and Tanzania's implementation of multi‐party democracy. Rather, it was the perception among the Tanzanian leadership of a direct linkage between donor aid disbursements and political liberalization that prompted the political transition. 相似文献

1950 was a crisis year in the Cold War and saw a growing rift between the United Kingdom and the United States over how best to wage it. It was in the Far East that the most dangerous crisis occurred. Britain recognised the People's Republic of China, not only because the Communist regime clearly controlled the mainland, but also because it was felt that it was not irretrievably linked to the Soviet Union. The United States, on the other hand, regarded China as a Soviet satellite and displayed a consistently hostile attitude towards it. The situation worsened with the outbreak of the Korean War in June. Although the United States and Britain agreed that the invasion of South Korea must be repelled, the British were anxious not to broaden the conflict, whilst the Americans used it as a stick to beat the Chinese. The war also prompted accelerated rearmament and the Americans favoured the rearmament of West Germany. Things came to a head in November, with the large-scale Chinese intervention in Korea, followed in early December by a visit to Washington by the British Prime Minister, Clement Attlee. The British believed that the United States had already concluded that a global war was inevitable, whereas they wished to avoid it if possible. Abstract: ‘European identity’ is as much a contested concept as is the role of the European Union in foreign affairs. This article combines the two concepts and introduces a third variable, ‘the Other’, in order to address the following questions: How do non‐Europeans perceive the EU on the world stage? Is a tentative identity as a mediator in foreign affairs conveyed in the EU's conduct of foreign policy? Analysing 10 newspapers, 4 television bulletins, and 830 public surveys from Australia and New Zealand in the first half of 2004, this article argues that the EU's efforts to further democracy and peace are often marginalised in Australian and New Zealand perceptions. Nevertheless, subtle traces of perceptions of the EU as a potent global actor promoting human rights and environmental sustainability and challenging unilateral US policy courses were detected. 相似文献

This article analyses the impact of cultural diversity on internationalcriminal proceedings, and what may be done to counter the unfortunateconditions limited (or lack of) understanding, alienationand disagreement resulting from this diversity. Eachof these conditions, if ignored, seriously undermines not merelythe efficacy of international criminal tribunals, but also theirworth from the standpoint of those who are supposed to benefitfrom them, i.e. actual participants (accused, witnesses andvictims) and affected populations. At present, internationalcriminal tribunals primarily understand the problem of culturaldiversity as one of how to cope with linguistic variations.However, a persistent focus on culture as language hides differencesin terms of other culture-specific components of equal relevanceto their work, notably socio-cultural norms and convictionsabout justice. These variations are especially difficult totackle. This study examined the nature and extent of probable posttraumatic stress disorder (PTSD) among men in a substance abuse treatment program in a large urban jail. Specifically, it explored the prevalence of probable PTSD and other psychiatric problems among jail detainees, the types of trauma detainees experienced during different phases of their lives, and how those experiences might have contributed to the development of probable PTSD. Results showed that psychiatric problems were quite serious; nearly one-quarter of the sample reported previous psychiatric hospitalization, and nearly 10% were being currently treated with psychiatric medication. In addition, 21% of the sample met the criteria for probable PTSD, a rate five times greater than that in the general population. The current study suggests that the presence of probable PTSD among male detainees should be incorporated into the creation and implementation of jail-based behavioral healthcare services, including screening, assessment, and clinical interventions. Furthermore, in-custody drug treatment programs should adopt trauma-informed strategies for all program participants as the expected standard of care. 相似文献

With the large and growing number of persons with mental illnesses under probation supervision, a form of specialized probation called specialized mental health caseload (SMHC) has been implemented. This study explores the effectiveness of a prototypic SMHC implemented statewide. A quasi-experimental design was used to compare criminal justice, mental health, and community engagement outcomes among three caseloads: a newly established SMHC supervising no more than 30 clients per officer (N = 1367); an established SMHC supervising roughly 50 clients per officer (N = 495); and a traditional caseload of clients receiving mental health treatment and supervised by officers with average caseloads of over 130 clients (N = 5453). Using a mixed methods approach, we found that the SMHC was implemented with high adherence to fidelity, and comparisons based on different caseload samples generally support the effectiveness of the specialized mental health caseload, particularly on criminal justice outcomes. Future studies using random assignment are needed to examine the connection among mental health symptoms, compliance with treatment and probation supervision, and recidivism. 相似文献

Sequencing mitochondrial DNA hypervariable regions I and II (HVI and HVII) is useful in forensic missing person and unidentified remains cases. Improvements in ease and sensitivity of testing will yield results from more samples in a timely fashion. Routinely, amplification of HVI and HVII is followed by Sanger sequencing using the BigDye® Terminator v3.1 Cycle Sequencing kit (Applied Biosystems) using 4 μL of ready reaction mix (RRM). Each sequencing reaction is then purified through column filtration before capillary electrophoresis. Using lower amounts of RRM (2 μL or 1 μL) and purification using BigDye® XTerminator? (Applied Biosystems) instead of columns showed no loss of sequence length and increased the quality and the sensitivity of testing, allowing HVI and HVII typing from mitochondrial genome equivalent to 125 fg of nuclear DNA, or 100 pg of HVI/HVII amplicons. Using this methodology, testing can be completed in 1 day, and the cost of testing is reduced. 相似文献

Gas chromatography–mass spectrometry (GC–MS) data of ignitable liquids in the Ignitable Liquids Reference Collection (ILRC) database were processed to obtain 445 total ion spectra (TIS), that is, average mass spectra across the chromatographic profile. Hierarchical cluster analysis, an unsupervised learning technique, was applied to find features useful for classification of ignitable liquids. A combination of the correlation distance and average linkage was utilized for grouping ignitable liquids with similar chemical composition. This study evaluated whether hierarchical cluster analysis of the TIS would cluster together ignitable liquids of the same ASTM class assignment, as designated in the ILRC database. The ignitable liquids clustered based on their chemical composition, and the ignitable liquids within each cluster were predominantly from one ASTM E1618‐11 class. These results reinforce use of the TIS as a tool to aid in forensic fire debris analysis. 相似文献

Since the mid‐1990s, formal scientific risk management has been codified at all levels of food safety governance in affluent states: firm‐level standards, national regulation, and international law. Developing countries' access to affluent importers and power in international standard‐setting fora now hinges on their scientific capacity. This article explores the consequences of these developments in India, which moved quickly from resistance to acquiescence, and then later to mobilization around narratives of scientific risk management's local benefits. The case suggests a two‐stage model of scientization among developing countries: (1) coercive and competitive mechanisms drive adoption of science‐based governance models, and (2) as local actors mobilize to meet foreign demands, they attach their own interests and agendas to science‐based reforms. The outcome is a set of rational myths about the benefits of scientization. The article draws on content analysis of organizational, policy, and news documents and a small set of interviews with highly placed pubic officials and industry representatives. 相似文献
