“惩防体系”——反腐倡廉的里程碑

<建立健全教育、制度、监督并重的惩治和预防腐败体系实施纲要>(以下简称"惩防体系")已由中共中央正式颁布实施了.这是我国党风廉政建设和反腐败工作中的一件具有里程碑意义的大事,也是党的执政能力建设工程中的一件大事.     

烧骨组织形态变化及DNA技术在个体识别中的应用

烧骨在火灾、焚尸、交通、爆炸等案件和事故的检材中具有特殊的地位。通过对不同条件焚烧下烧骨组织形态及DNA变化规律的研究,可为法医实践中烧骨的种属鉴定、性别及年龄判定提供准确的依据和标准,同时可利用残存的基因位点对烧骨残块进行个体识别和同一认定。烧骨DNA的提取方法及检测技术也在不断探索和改进。本文对烧骨在形态学、组织学和分子生物学水平研究进展以及烧骨评测的方法、技术进行概述,旨在为法医实践及进一步研究提供新的方法和思路。     

犯罪学的生态学观

犯罪生态学是一门新兴的边缘学科,是生态学理论和实践在犯罪学领域的运用。18世纪后期以来,犯罪学理论研究、实证方法的发展和完善为犯罪生态学的产生奠定了基本理论和方法体系基础。社会犯罪现象的共同性和全球危害性,以及人类对社会安宁和持续发展的渴望为犯罪生态学的理论创新提供了契机。因而,犯罪生态学应从犯罪生态圈和犯罪形态的新视角出发,着眼于构建良性循环和持续发展的社会生态运行机制,提高社会生态系统的犯罪免疫力,以抑制和消除犯罪现象。     

农民专业合作社政府规制体系——基于法约尔企业管理理论的探讨

政府规制是政府为了维护公众利益和纠正市场失灵而规范市场主体活动的行为。农民专业合作社是因提高农民组织化程度而具有广泛正外部效应的特殊市场主体,如何认识、规范并推动其发展,就成为政府规制研究领域的重要议题。本文借鉴法约尔企业管理理论的经典归纳,构建了农民专业合作社政府规制体系和分析框架,沿着农民专业合作社经营所涉及的管理活动、商业活动、技术活动、资本活动、会计活动和安全活动等六条清晰线索,将合作社本质特征所决定的不同于营利性企业的经营特点考量在内,以目前政府相关规制政策为依据,创设了农民专业合作社的政府规制体系,并从中国农民专业合作社现实出发,概括了每项规制的内涵及构成,试图为研究中国农民专业社及政府规制提供一套有效的分析框架。     

用Y-STR单倍型推断男性个体来源的分析

目的 利用17个Y-STR单倍型数据,推断分析浙江绍兴地区男性个体来源,为Y-STR数据库的建设与应用提供依据.方法 采集绍兴地区6县(市)区,104个镇(乡),1240个村的138个姓氏家族的7384份男性个体血样.采用YfilerTM复合扩增试剂盒进行17个Y-STR分型,所得数据进行县(市/区)/镇(乡/街道)/村/姓氏的组合和县(市/区)/镇(乡/街道)/村/姓氏/单倍型组合分布情况统计分析.结果 在7384份男性样本中,获得2 486种县(市/区)/镇(乡/街道)/村/姓氏组合,4957种县(市/区)/镇(乡/街道)/村/姓氏/单倍型组合,3149种Y-STR单倍型.其单倍型出现的次数从1至52次不等,其中仅出现1次的有2 471种(78.47％).对出现频率为17～ 52次的单倍型数据进行姓氏分析,发现平均有71.0％ (42.9％ ～87.5％)的人员来自同一姓氏,且在地域上多数为相邻镇或村的同姓人员.结论 利用Yfiler系统的17个Y-STR基因座单倍型数据,可以推断浙江绍兴地区男性个体的地域或姓氏来源.     

Dating of Inkpad Seals Using the Extraction Rate Method: Preliminary Findings

Inkpad seals are often placed on important documents, and determining the date when a seal was affixed can be important to assess the authenticity of a document. In this study, three different brands of inkpads and four different types of paper were used to make diachronic samples of the seals. A double‐solvent extraction method was employed to date the inkpad seals by comparing extraction rates with inks of known age. Cyclohexane was selected as a weak solvent, and chlorobenzene was selected as a strong solvent. After testing, curves were created to show the relationship between the extraction percentage of ink and the date of the seals. The experimental results showed that the extraction rate method was applicable for the relative dating of inkpad seals in some cases where the seal was placed on the document within 6 months.     

China as an institution-builder: the case of the AIIB

As China is entering into the center stage of the world arena, it has become more proactive in regional and global institution-building. Globally, it has been actively involved in the G20 affairs and will be hosting the 2016 G20 Summit in Hangzhou. Regionally, it came up with a major initiative for a new institution, namely, the Asian Infrastructure Investment Bank (AIIB). This article aims to analyze the new institution's formation, goals and institutional arrangements as well as its implications.     

Is Public Management Neglecting the State?

Public management is a domain of research that is now roughly three decades old. Researchers in this area have made important advances in understanding about the performance of public organizations. But questions have been raised about the scope and methods of public management research (PMR). Does it neglect important questions about the development of major institutions of the modern state? Has it focused unduly on problems of the advanced democracies? Has it made itself irrelevant to public debates about the role and design of government, and the capacity of public institutions to deal with emerging challenges? This set of eight short essays were prepared for a roundtable held at the research conference of the PMR Association at the University of Aarhus in June 2016. Contributors were asked to consider the question: Is PMR neglecting the state?     

中国城乡结合部土地规制改进的探讨

目前,在土地转性和用途更改集中的城乡结合部,呈现出土地利用的粗放式、低效率、违法违规等问题,表明现有的土地规制政策有其内在缺陷,不能有效地遏制耕地资源的减少。因此,应当从明晰土地产权,完善土地征用的法律制度、程序、管理体制,加强市场机制作用等方面进行城乡结合部土地规制的改进。
