“Dieselgate:” How Different Approaches to Decentralization,the Role of NGOs,Tort Law and the Regulatory Process Affected Comparative U.S. and European Union Outcomes in the Biggest Scandal in Automotive History

ABSTRACT

The VW diesel emissions scandal (“dieselgate”) recounts how Volkswagen became ensnared in a self-inflicted and staggeringly costly cheating scandal that started in the U.S. and then spread to the European Union. This case study shows how fundamental differences in comparative public administration (CPA) between the U.S. and the European Union (EU) led to different consequences for one of the world’s largest and most highly-regarded European auto manufacturers with respect to four institutional variables: (a) approaches to decentralization, (b) the role of non-governmental organizations (NGOs), (c) civil (tort) law, and (d) regulatory environment.     

A Cross-Cultural Assessment of Posttrauma Reactions Among Malaysian and US Women Reporting Partner Abuse

Information on partner abuse in women from non-Western cultures and resulting psychological morbidity are scant. The present study examined these issues among women who experienced partner violence and sought refuge at a domestic violence shelter in Malaysia. These women completed a semi-structured interview and standardized measures to assess posttrauma morbidity. Responses by Malaysian shelter residents were compared with a sample of US women who also reported partner violence. The majority of women in both samples reported severe levels of distress and met criteria for posttraumatic stress disorder (PTSD). These findings suggest that psychological problems that women face after partner abuse may be similar in many respects, despite political, geographical, or cultural differences.     

The two faces of nation‐building: developing function and identity

Nation‐building is an age‐old process being implemented in new ways. It consists of two separate aspects: state‐building implemented by external actors and identity‐building implemented by grassroots actors within the state itself. However, a functioning state is a necessary precondition for identity‐building because it allows for the development of a civic identity that can incorporate group identities and create a shared sense of community. When a unifying and legitimate state structure is absent, group identifications will remain strong and counteract internal efforts at nation‐building. Unfortunately, the record of nation‐building when understood as both state‐ and identity‐building is relatively poor. The failure of international efforts to create stable states inhibits development of a civic identity and reinforces fragmentation. That in turn brings the longevity of the state into question by raising the possibility that dissatisfied groups will again turn to violence. Learning how to develop both aspects of nation‐building more effectively is an important challenge for international actors.     

Using Video to Reduce Home Safety Hazards with Parents Reported for Child Abuse and Neglect

Safety hazards are frequent in the homes of families reported for child abuse and neglect. The effectiveness of a videotape intervention with two families involved with child abuse and neglect was examined, using a replicated multiple probe design across settings. Data were collected using the Home Accident Prevention Inventory — Revised, and the Checklist for the Video-Trained Parent's Behavior. Social validation and expert validation data are also presented.     

‘period problems’ at the coalface

Menstruation leave for women workers brings into the public domain of mining ongoing debates around protective legislation for women. It brings into focus the presumed tensions between gender equity and gender difference with regard to women's economic citizenship. Large-scale mining in East Kalimantan in Indonesia has offered some opportunities to poor and unskilled rural women to find formal jobs in the mines as truck and heavy equipment operators. This paper presents a case study of women in mining occupations, considers the implications of current menstruation leave provisions on the employment of women in the mines and raises serious issues related to gender equity in the workplace. The involvement of women in a non-conventional workplace such as the mine pits, providing a novel site for contestation over the rights of women workers, illuminates a less-debated area in feminist studies, especially in view of the significant ongoing changes in the Indonesian framework for industrial relations.     

Mapping research on strategic alliances and innovation: a co-citation analysis

Using co-citation analysis, the present study attempts to rationalize and organize the combined alliance and innovation literature in order to determine its intellectual structure (i.e. its shared attributes such as models, theories, methods, findings, and implications), as well as to gain a deeper understanding of the most important research trends. More specifically, our goals are: (1) to delineate the intellectual structure of research on alliance and innovation, as represented in the academic literature; (2) to determine the subfields that constitute the intellectual structure and the relationships, if any, between these subfields; (3) to identify contributions that play a pivotal role in bridging two or more conceptual domains of research; and finally, (4) to map the intellectual structure in a two-dimensional space in order to visualize spatial distances between intellectual themes. Implications for future studies are then drawn.
