The modern face of traditional agrarian rule: local government in Pakistan

The 1980s saw an increasing enthusiasm for decentralisation and good governance in developing countries. Citing an ethnographic study of the office of Tehsil Mayor in Kharalpur, Pakistan, it is argued that decentralisation, instead of creating opportunities for people to engage in democratic participation and empowerment through modern local government institutions, has itself been subverted by the traditional norms and rules of patronage-based personalised governance. Modernity has not influenced tradition: rather, it is the other way around. This has further strengthened the power and prestige of the rural elite.     

Identification of Risk Factors Generating Terrorism in Pakistan

Terrorism is a complex issue and various researchers have identified numerous causes and conditions that generate or are capable of generating terrorism. In the last decade, terrorist attacks claimed 36,495 lives and injured 27,985 people in Pakistan as a result of 3,482 bomb blasts and 281 suicide attacks. The aim of this research was to establish the major risk factors generating terrorism, based on the opinions of security officials who dealt directly with the Pakistan security situation. Sixty-five causes identified from the literature and interviews with security officials were modeled and transformed into a questionnaire. A nationwide response from security officials who were directly involved in dealing with apprehended terrorists was obtained. The population was selected proportionately from high, medium, and low security zones of Pakistan. Out of 500 questionnaires sent, 103 valid responses were received. The results helped establish the 13 major risk factors associated with generating terrorism. It was observed that addressing these 13 major risk factors would mostly resolve the other minor risk factors as well. Findings of this research might be beneficial for countries affected by terrorism, and countries with prioritized and rationalized allocation of funds in their budgets for substantially overcoming terrorism.

Does corruption grease or sand the wheels of growth?

This paper assesses the relationship between the impact of corruption on growth and investment and the quality of governance in a sample of 63 to 71 countries between 1970 and 1998. Like previous studies, we find a negative effect of corruption on both growth and investment. Unlike previous studies, we find that corruption has a negative impact on growth independently from its impact on investment. These impacts are, however, different depending on the quality of governance. They tend to worsen when indicators of the quality of governance deteriorate. This supports the “sand the wheels” view on corruption and contradicts the “grease the wheels” view, which postulates that corruption may help compensate bad governance.     

The use of technology in the transformation of business dispute resolution

The use of technology in dispute resolution mechanism can be viewed from two perspectives: first, as an aid in the conventional dispute resolution system, and second, as an online dispute resolution mechanism via the Internet. Online dispute resolution (ODR) is transforming the way disputes are being resolved, in particular, in business to consumer (B2C) transactions. ODR offers a more successful means of resolving e-commerce disputes. In fact, there is a new move by the Malaysian judiciary to transform its court system. Previously, the judiciary has been very conventional in its administration of justice, and the system is said to be slow and outdated. The court system in Malaysia has been frequently criticised because of its dilatoriness in resolving disputes, resulting in a large backlog of cases. To overcome these problems, the judiciary has introduced a new system called the e-court. New methods including as e-filing, electronic case management, queue management, and court recording and transcribing form the complete e-court mechanism.
