政府间合作随着区域一体化进程的加速而逐步形成,但现实中这种合作存在着诸多困境。这些困境已成为学界研究的新热点,已有研究围绕困境形成的原因和对策进行了分析,可被梳理成三个研究视角,但都需加以完善：制度的研究视角仅限于刚性的规则和规范,忽视了对制度丰富内涵的理解;治理的研究视角则需进一步说明如何构建多元主体的合法性问题,以及如何构建合作所遵循的秩序;政策的研究视角把关注的焦点都集中于宏观的区域政策上,却忽视了各级地方政府积极主动性的发挥。以政策过程的研究视角,对现实中地方政府间合作的政策过程和决策机制进行观察、描述和归纳,分析影响地方政府间合作成败的相关变量并构建合作治理模型,是化解地方间合作困境的可能路径。
