证人宣誓制度的哲理化构建

证人宣誓制度同时具有仪式化与法律化的双重结构和价值，发挥着仪式化、法律化的预防功能和惩罚功能，而上述基础和功能在当下中国是残缺不全甚至完全阙如的。故此，我们不倡导仓促建立西方标准意义上的证人宣誓制度，仅建议将司法解释中现有的证人签署“如实作证保证书”的制度加以完善，增设“签署并当庭宣读如实作证保证书”的立法规定。     

Developmental Validation of the Quantifiler® Duo DNA Quantification Kit for Simultaneous Quantification of Total Human and Human Male DNA and Detection of PCR Inhibitors in Biological Samples*

Abstract: The Quantifiler^® Duo DNA Quantification kit enables simultaneous quantification of human DNA and human male DNA as well as detection of inhibitors of PCR in a single real-time PCR well. Pooled human male genomic DNA is used to generate standard curves for both human (ribonuclease P RNA component H1) and human male (sex determining region Y) specific targets. A shift in the cycle threshold (C_T) values for the internal positive control monitors the presence of PCR inhibitors in a sample. The assay is human specific and exhibits a high dynamic range from 0.023 to 50 ng/μL. In addition, the multiplex assay can detect as little as 25 pg/μL of human male DNA in the presence of a 1000-fold excess of human female DNA. The multiplex assay provides assessment of the DNA extract and guidance for the selection of the appropriate AmpFℓSTR^® Amplification Kit to obtain interpretable short tandem repeat profiles.

社区服刑人员违规行为处置机制研究

社区矫正制度是一项重要的刑罚执行制度，在国外经过百余年的发展日趋成熟，并逐渐成为国际上通行的不使罪犯与社会隔离并利用社区资源教育改造罪犯的基本方法之一。我国从2003年初开始试点，2010年在全国范围内全面试行。由于社区矫正工作在我国才刚刚起步，很多制度尚处于摸索之中，如何对社区服刑人员加以有效监管，特别是对社区服刑人员违规行为由谁处置、如何处置等方面，     

论“国家工作人员”的界定与完善

现行刑法关于“国家工作人员”的规定仍不完善，主要体现在不能清晰地界定国家工作人员的范围，执法中引发诸多争议。尽管全国人大常委会和高检、高法颁布了很多立法、司法解释，仍不能解决立法上存在的问题。究其原因，现行刑法对“国家工作人员”立法标准上的不统一，导致了执法中产生分歧。笔者建议，国家工作人员的范围应以“职责论”重新界定。

Power in Editorial Positions: A Feminist Critique of Public Administration

Journal editors serve a vital, powerful role in academic fields. They set research priorities, serve as gatekeepers for research, play a critical role in advancing junior scholars as reviewers and eventually into editorial roles, build extensive networks, and gain valuable insight into the behavior and preferences of reviewers and scholars. This article analyzes data collected from leading public administration journals in 2017 to investigate the role of women as gatekeepers of public administration knowledge. The data illustrate a clear underrepresentation of women on editorial boards. Drawing from these data, research on journal editorships, and feminist theory, the authors present a critique of the current state of public administration research and a discussion of a way forward. They conclude with a proposal for how all public administration scholars (junior, senior, men, and women), journal leadership, and academic departments can move toward increasing women's representation in these important positions.     

Alternative South–South development collaboration? The role of China in the Coega Special Economic Zone in South Africa

Aid, in the form of financial aid and investment, has become increasingly prevalent in both bilateral and multilateral partnerships in the BRICS. In Africa, the Forum on China–Africa Cooperation provides the official framings for forms of development assistance to the continent, with financial forms of aid available through the New Development Bank and the China–Africa Development Bank (CADFund). This article explores how Chinese international development assistance has influenced South Africa's economic growth and development strategies and is reshaping South Africa as “gateway” to Africa and continental leader. Special economic zones (SEZs) have become a prioritised form of BRICS development collaboration particularly in terms of Chinese trade and investment expansionism into Africa through South Africa. Chinese international development assistance and foreign direct investment in South Africa in particular are very notable and have been strengthened during the Chinese official state visit prior to the Johannesburg BRICS Summit in 2018. The article critically analyses the development policy discourse on BRICS spearheading an alternative model of South–South international cooperation by examining the Coega SEZ in South Africa, hailed as the most SEZ in Africa. The article critically examines the development alternative potential of the Coega SEZ.     

Corruption experiences and attitudes to political,interpersonal, and domestic violence

It is understood that corruption can change the incentives to engage in political violence. However, the scope for corruption to change attitudes toward the permissibility of violence has received less attention. Drawing on Moral Foundations Theory, we argue that experiences of corruption in the social environment are likely to shape individual attitudes toward violent behavior. Using Afrobarometer data, we document a statistically significant and sizable relationship between an individual's experience of paying bribes and their attitudes to political, interpersonal, and domestic violence. These relationships are evident, and not significantly different, for men and women and are robust to the inclusion of variables capturing the local incidence of corruption, local norms regarding violence, and a proxy for the local incidence of violence with the community. Corruption is associated with permissive attitudes to violence even after controlling for the perceived legitimacy of the police and courts.
