上海合作组织安全合作的理念基础与转型

上海合作组织是欧亚地区重要的多边安全组织,在传统安全威胁并未消失的形势下,上合还要面对全球化进程带来的非传统安全的多重影响。国际社会安全体系出现新的特征,要求上合组织必须在已有的安全合作精神的基础上,实现合作的理念创新和转型。本文总结上合组织互信机制的基础和安全合作理念的基本因素,强调安全合作转型必须以"上海精神"为重要基石,以中俄全面战略协作伙伴关系为主要动力,以"新安全观"为核心精神,在"丝绸之路经济带"思想的指导下,通过经济合作转型带动安全合作的全面综合转型。     

我国公共场所图像监视法律治理路径分析

在过去的近十年中，我国的公共图像监视在政策、项目及资金等支持下得到迅猛发展。在我国特定的政治与社会背景下，公共场所图像监视是社会治安综合治理与公共安全技术防范系统的一个组成部分．呈现出政策创议、项目推动的发展历程。在法律治理和回应性法制视角下，公共图像监视法律治理是对公共图像监视实践的法律回应。目前，我国已初步构建起涵盖宪法、社会治安综合治理法律文件、公共安全技术防范法律文件、具体领域法律文件以及公共场所图像监视法律文件等公共场所图像监视法律治理的体系，但该体系仍然存在急需健全和完善的层面。
