Major-General Sir Douglas Gracey: Peacekeeper or Peace Enforcer?

Current events in Afghanistan have once again placed the political context of British forces acting in difficult circumstances under the global microscope. This article focuses upon the high policy difficulties of administering peacekeeping duties by examining the controversial role of Major-General Gracey in South Vietnam and Cambodia in 1945. Gracey's British and Indian troops were deployed in French Indo-China to oversee the surrender of Japanese forces and the liberation of the Axis occupied territory. But they quickly became entangled in peacekeeping duties between the returning French colonial regime and the emergence of various Vietnamese groups determined to take advantage of the power vacuum. By examining both primary and secondary sources and scrutinising Gracey's private papers this article attempts to reappraise a difficult period in British history.

‘Machiavelli's solitude’ is a new English translation by Ben Brewster of a lecture delivered by Louis Althusser in 1977, so far unpublished in French. O'Hagan presents it as exemplifying a side of Althusser which is often neglected: his skill as lecturer and stylist. He compares the content of this 1977 lecture with that of an earlier series of lectures on the same theme, delivered by Althusser at the École Normale Supérieure in 1972. He suggests that there is a striking shift in emphasis in Althusser's political and philosophical position between the two, in particular a move towards a more negative view of the role of the law in a popular democracy. In passing O'Hagan reflects on changing fashions in the writing of intellectual history.     

Migration as a Tool in Development Policy: Caution Ahead?

The World Bank and UNDP have proposed that migration and mobility facilitate economic development. Yet the epidemiological and public health literature has often associated migration and population mobility with the extension and intensification of infectious diseases, most recently epitomised by the AIDS pandemic. Within the context of the well-documented negative developmental impact of AIDS, this suggests a potential clash in perspectives on the role of migration. However, if insights from public health can be incorporated into broader development perspectives, it may be possible to realise the developmental benefits of migration while mitigating or avoiding any associated health concerns.     

Political Change and Adaptation in Yorubaland in the Nineteenth Century

This article examines the role played by strongmen in Côte d'Ivoire's post-conflict reconstruction. While many acknowledge the unhindered or even the enhanced political influence these actors often enjoy as a result of their relationship to the state in post-conflict contexts, existing debates in Côte d'Ivoire, as well as elsewhere, often remain couched in terms of the implications of these kinds of relationships. Does working with rural strongmen tied to former insurgencies enhance the authority of the central state? Or do such alliances wither state institutions capable of providing long-term political order in peripheral areas? This article downplays these questions. Instead, it examines the alliances which form between strongmen and other actors amidst conflicts over local authority during post-conflict reconstruction. It suggests that the specific configuration of these alliances matter in determining the utility of allying with local strongmen during war to peace transitions. This article examines these struggles through the case of Morou Ouattara and the local Forces Nouvelles (FN) administration in Bouna, Northeastern Côte d'Ivoire.     

Social Learning and Farm Technology in Ethiopia: Impacts by Technology,Network Type,and Poverty Status

Improved farm technologies in Ethiopia display high levels of promise and low rates of adoption. This article studies the impact of social networks on technology adoption focusing on social learning through networks based on physical proximity and those based on intentional relationships. Impacts by network type, technology, and asset poverty status are explored. Social learning is more evident for households not in persistent poverty, for more complex technologies, and within networks based on intentional relationships rather than proximity. Results indicate that technology diffusion in Ethiopia is likely to be enhanced if extension can target intentional networks, rather than spatial clusters.
