This study investigated associations between peer status, peer group social influences, and risk-taking behaviors in an urban sample of 647 African American seventh-grade students. The highest rates of problem behaviors were seen in the controversial peer status group, or those youth who were both highly liked and highly disliked by other youth. Findings also revealed contrasting patterns of peer group leadership. The more conventional, positive leadership style predicted lower rates, and the less mainstream, unconventional style predicted higher rates of involvement in problem behaviors. Conventional leaders were most likely to be popular status youth, while unconventional leaders were mostly to be both controversial and popular status youth. Controversial status youth were also more likely to be involved in deviant peer groups. Results highlight the importance of controversial status students as key influence agents during early adolescence. We discuss the implications of these results for preventive interventions to reduce adolescent problem behaviors. 相似文献

In an attempt to reap the purported benefits that "knowledge workers" bring to organizations, many police departments have shifted to a community problem–oriented policing philosophy. Rather than focusing on enforcement and incarceration, this philosophy is based on the dissemination of information to promote a proactive, preventative approach to reduce crime and disorder. In keeping with much of the contemporary literature on the "learning organization" (sometimes called the "knowledge organization"), police departments hope to deter crime through the knowledge benefits that derive from information and its associated technologies. With goals to stimulate productivity, performance, and effectiveness, police departments across the country are employing information technology to turn police officers into problem solvers and to leverage their intellectual capital to preempt crime and neighborhood deterioration.
Many public and private organizations are striving to change their operations toward this same concept of the knowledge worker. Information technology is often touted as a vehicle for capturing, tracking, sorting, and providing information to advance knowledge, thus leading to improvements in service–delivery efforts. Based on an extensive study of police departments that have attempted to implement a knowledge–worker paradigm (supported by information technology initiatives), this research explores the feasibility, effectiveness, and limitations of information and technology in promoting the learning organization in the public sector. 相似文献

The concept of territorial justice has a long history in studies of the spatial distribution of welfare state services in the UK. Since the inception of the devolution process, territorial justice has maintained support as a principle to guide policy and has been promoted recently as an objective for the reform of the financial arrangements for the devolved administrations. The first part of the article argues that the standard version of territorial justice is premised on the UK as a unitary state and is unworkable as a political principle of justice after devolution. An alternative version of territorial justice is developed to accommodate a union state. The final part discusses several policy issues post-devolution in terms of different versions of territorial justice: intergovernmental fiscal relations; health care policy including access to medicines; and free community care for the elderly. 相似文献

Rural local governments frequently lack the capacity to analyze and monitor their financial condition. This article presents three tools that were used in a pilot project to analyze the fiscal health of a rural Minnesota county. State‐society relations during the modern period reflect notions of citizenship analogous to Isaiah Berlin's concepts of positive and negative liberty. Positive citizenship, motivated by what Robert O'Brien calls ‘the democratic impulse’, is highly participatory. The politics of seventeenth‐century Protestant social movements constitutes one historical model to which twentieth‐century fundamentalist movements can be compared. Characterized by a shrinkage of the private sphere and an expansion of public life, positive citizenship emphasizes active engagement in establishing and implementing normative standards for individuals and communities, and control of the state for virtuous ends. Negative citizenship concentrates on the protection of individual rights, expanding both the private sphere and a third or meta‐space which evinces qualities of public and private realms simultaneously. The historical model presented is what Jürgen Habermas has called the ‘bourgeois public sphere’, a quasi‐parallel polis from within which critics of state power assert their right to resist and organize their capacity to repel attempts to enforce standards of public virtue however arrived at. These ideal types are compared to different scenarios of state‐society relations to analyze the likely impact on public and private life of rapid globalization. 相似文献
