Previous research, based upon the interrupted time-series analysis of monthly data, has demonstrated that changes in the organizational structure of police departments produce short-term changes in the level of reported crime. The present study extends this literature by examining the independent effects of a change in hierarchical control (i.e., the appointment of O. W. Wilson as the new chief of the Chicago Police Department) and changes, over time, in the ecological structure of Chicago on reported rates of economic crime. The multivariate analyses indicate that the failure to take into account organizational change leads to model specification error. We conclude that longitudinal, within-jurisdictional research, based on the analysis of UCR data, must take into account changes in police bureaucracies that can affect the production of official counts of crime.  相似文献

Does Quality Matter? Challengers in State Supreme Court Elections   总被引:1,自引:0,他引:1  
We assess whether quality challengers in state supreme court elections have a significant impact on the electoral successes of incumbents and whether the electorate seemingly makes candidate-based evaluations in these races. To address these questions, we examine 208 elections to the states' highest courts from 1990 through 2000 in the 21 states using partisan or nonpartisan elections to staff their benches. From a Heckman two-stage estimation procedure that takes into account factors influencing challengers' decisions to run as well as factors affecting the electorate's choices among candidates, we find that quality does matter. Experienced challengers significantly lessen the electoral security of incumbents, and the electorate appears to evaluate challengers' qualifications. These findings stand in stark relief to traditional notions that the electorate is incapable of responding to candidate stimuli beyond incumbency and that judicial elections inherently are an ineffective means for securing popular control over the bench.  相似文献

In recent years, there has been an expansion of efforts to include stakeholders in administrative policy making. Despite significant potential to improve policy decisions, empirical evidence suggests that not all participatory processes provide meaningful opportunities for stakeholders to shape policy and may even give the most powerful stakeholder groups disproportionate influence over policy decisions. This article argues that the institutional arrangements for stakeholder engagement—the rules and norms that determine which stakeholders can participate and how—affect stakeholders’ influence on policy decisions. This article uses state energy efficiency policy making as a context in which to compare how different institutional arrangements shape the ways in which stakeholders engage in and influence the policy process across two states, Connecticut and Maryland. Findings highlight that institutional arrangements can be used to increase participation, mitigate undue influence of industrial stakeholders, and increase the influence of public interest stakeholder organizations.  相似文献

This qualitative study is designed to identify the frames in the debate on the Asian Infrastructure Investment Bank (AIIB) and analyze the framing by different actors. To that end, it drew insights from framing theory and conducted an in-depth inductive frame analysis based on a representative sample of official documents and news articles. 14 frames (7 frames and 7 counterframes) emerged therefrom. They represent the AIIB debate along six dimensions: China vis-à-vis AIIB (Tool, We’re all equal), AIIB for members (Boon, Bane), AIIB versus status quo (Rival, Complement, Winds of change), standards (Made in China, Qualified yes, Up to par), prospects (Off to a good start, Not all roses), and external reactions (Game, Much ado about nothing). Building on the frames identified, the study went further to show how political actors applied frames in their (self-)justificatory discourse, and how media enriched the debate by bringing in frames absent from the official discussions in the political circle. The findings herein not only attest to the contested nature of the AIIB and the diverging framing by different actors, but shed some light on the wider discussions on China’s evolving relations with the incumbent global system and established powers.  相似文献

This article explores women's rights activism in Turkey during the Justice and Development Party's (AKP) time in power (2002–present). A comparative analysis of three feminist campaigns for policy reform shows that in a context in which majority public opinion and the policy preferences of the ruling party militate against feminist policy proposals, a strong political ally (the European Union) was necessary to generate a policy change. The article also argues that the political opportunity structures within which feminists are embedded have been reconfigured over the course of the AKP's three terms in power, leaving the AKP in a stronger position to resist feminists’ demands. This explains the paradox of an internally stronger and more dynamic social movement that, nevertheless, appears to have weakened vis-à-vis the state. Furthermore, because some recent legal reforms do not significantly reflect the AKP's or much of the public's preferences, the movement has been less able to generate implementation of recent policy changes.  相似文献
