MANAGERIAL CHALLENGES IN PUBLIC SERVICE CONTRACTING: LESSONS IN GREEN‐SPACE MANAGEMENT

In this article, we address a series of interrelated issues in the managerial challenge of public service contracting. This is done by prompting ten issues within four objectives and highlighting their relevance and potential interrelatedness in effective contract management. In contrast to prevalent piecemeal and theoretically one‐dimensional approaches, the objectives and issues constitute a holistic framework that advances a comprehensive and pragmatic understanding of contracting processes. We hope that the framework merits further in‐depth exploration that may generate new insights, themes and questions for research in public service contracting. We identify and exemplify the framework by combining insights from different theoretical perspectives with empirical evidence through an iterative process. The evidence is educed as a set of observed and self‐reported stories in a cross‐national sample of 15 cases of contracting‐out in urban green‐space management.     

The 'Taking Liberties' Exhibition at the British Library

The British Library is currently staging an exhibition, Taking Liberties, on the history of liberty and democracy in Britain. This article reviews the exhibition. Its verdict is that the BL has done an outstanding job. As well as displaying a wide range of original documents, and providing an enticing means of interaction for visitors, the exhibition reminds us that liberty continues to evolve and its meaning continues to be contested. By showing how the evolution of liberty in Britain has taken centuries, rather than decades, it also reminds us that when we rightly criticise newer democracies for their imperfections, we should remember that the liberties of their citizens have evolved at a far faster rate than we ever achieved.     

The effect of COVID-19 lockdowns on political support: Some good news for democracy?

Major crises can act as critical junctures or reinforce the political status quo, depending on how citizens view the performance of central institutions. We use an interrupted time series to study the political effect of the enforcement of a strict confinement policy in response to the COVID-19 pandemic. Specifically, we take advantage of a unique representative web-based survey that was fielded in March and April 2020 in Western Europe to compare the political support of those who took the survey right before and right after the start of the lockdown in their country. We find that lockdowns have increased vote intentions for the party of the Prime Minister/President, trust in government and satisfaction with democracy. Furthermore, we find that, while rallying individuals around current leaders and institutions, they have had no effect on traditional left–right attitudes.     

“It's the Central Government's Fault”: Elected Regional Officials' Use of Blame‐Shifting Rhetoric

This article investigates regional officials' use of blame‐shifting rhetoric in times of heated public criticism of unpopular regional policy decisions. Based on a content coding of nearly 500 political accounts from elected regional officials it is shown that “it's the central government's fault” is the most frequently used excuse when regional officials publicly defend unpopular decisions to cut public health care. The article finds that this excuse is used more by regional leaders (mayors and chairmen of regional boards) than by other elected officials and that partisan competition affects how often this excuse is used.
