2009年是北京市工会干部学院建校60周年,走过了与祖国共奋进的辉煌历程.60年来,北京市工会干部学院实现了一次又一次历史跨越,工会干部教育培训稳步推进,首都职工素质教育工程方兴未艾,成人学历教育和社会教育成果丰硕,校园文明建设欣欣向荣.在新的历史起点上,学院将以视野开阔的战略思维、勇于创新的开拓精神、忠于职守的责任理念和务实高效的科学管理,为北京市的工会教育事业做出更大的贡献.     

State,Society, and Informality in Cities of the Global South

Contemporary urbanization in the Global South merits greater attention from scholars of comparative politics. Governance, associational life, and political behavior take distinctive forms in the social and institutional environments created by rapid urbanization, particularly within informal settlements and labor markets. In this special issue, we examine forms of collective action and claims-making in these spaces. We also consider how the state assesses, maps, and responds to the demands of informal sector actors. Tackling questions of citizen and state behavior in these informal urban contexts requires innovative research strategies due to data scarcity and social and institutional complexity. Contributors to this symposium offer novel strategies for addressing these challenges, including the use of informal archives, worksite-based sampling, ethnographic survey design, enforcement process-tracing, and crowd-sourced data.     

看南京 想武汉——武汉与南京经济发展比较

武汉与南京是两个非常相似的城市,主要差别在于两地区位环境不同。新世纪以来,南京实现了对武汉的全面超越,这有区位环境的原因,也有主观努力的因素。进一步而言,在基本相同的区位环境下,由于主观方面的欠缺,南京相对于长三角周边兄弟城市,也存在发展滞后的问题。由此可以断定,改革开放三十年,武汉发展相对滞后,主观方面的问题不容忽视。主要问题有如下几点：思想解放不够;抓经济发展的工作力度不足;政府行政管理体制上计划经济烙印较重;经济结构不太合理;外延式、粗放型传统经济增长模式尚未得到根本改变;城市文化传统中缺乏创业创新精神成分等。     

Commentary on the Newly Published White Paper Concerning the Rule of Law in China

On February 28, 2008, the State Council Information Office published a white paper entitled China＇s Efforts and Achievements in Promoting the Rule of Law. This document is the first white paper published by the government on China＇s rule of law. It contains eight chapters and six appendices to review China＇s achievements on the road to practicing the rule of law in a compre- hensive way, and to expound the official Chinese policy and position on this is- sue. With some essential points inside, the publication of this white paper is of great significance, especially this year, to China＇s rule of law, human rights prog- ress, and its communication and dialogue with the international community.     

中国沿海外商直接投资外移趋势分析

受外商投资区位优势加速变迁,国际经济环境剧烈变动,尤其是全球金融危机冲击实体经济,各国对国际直接投资(FDI)的争夺日趋激烈等因素影响,中国沿海地区劳动密集型制造业的FDI大量外移。减少FDI向国外转移,促进其向内地转移,既有利于沿海发达地区经济结构升级,又有利于推动内地经济发展和对外开放,加快中国工业化进程,增加国内就业机会。促进沿海劳动密集型制造业的FDI内移,必须正视中国二元经济结构的现实,避免工业化进程中好高骛远,选择内地区域中心,形成产业集群效应,拓展产业链条,降低外商投资内地的综合成本。     

东盟成立40周年大事记(一)1967年8月～1999年

1967年 8月6～8日印度尼西亚、菲律宾、新加坡、泰国四国外长及马来西亚副总理在泰国曼谷举行首次部长级(外交部长)会议,8日发表《东南亚国家联盟成立宣言》(即《曼谷宣言》),宣告成立东南亚国家联盟(简称东盟,Association of southeast Asian Nations-ASENA),取代1961年成立的东南亚联盟.东盟宣称对所有东南亚国家开放.     

新疆利用韩国企业直接投资的现状与展望

随着韩国企业在中国东部沿海发达地区的布局趋于完善和成熟以及中国西部大开发战略的逐步深入,全球经济格局调整和产业转移,大规模进入新疆等中国西部地区已成为必然。但目前韩国企业在新疆直接投资的整体规模上一直徘徊不前,相较东西部其他地区的投资额也有明显差距。因此,为了释放新疆与韩国的经济合作潜力,建议通过加强文化交流促进经济合作和改善投资环境加强直接投资的吸引力;通过吸引更多韩国跨国公司,扩大投资规模。     

Rural responses to reform in Post-Soviet countries

This review article discusses three books on post-communist agrarian reforms. At the heart of the discussion are questions over the efficacy of market reform and rural responses to reform policies. The article argues that the conception of reform that stemmed from the Washington Consensus was often too narrow and did not always lead to expected results, and indeed, sometimes led to unwanted, unintended results. Nonetheless, the three books are highly suggestive of rural adaptation in most post-communist nations. The nature and degree of adaptation to a new economic environment across several post-communist nations represent a critical mass of rural responses. Instead of seeing rural responses as resistant to change, or victims of change, a more nuanced view of reform appreciates the transformation in social and economic relations engendered by market reform.

美国＂重返亚洲＂是美国＂焦虑时代＂的＂应急反应＂,随着美国对亚太事务的深度介入,这种＂应急反应＂已转变成为美国完整的＂亚太战略＂。从地缘政治考量,美国的亚太战略是以巩固亚太传统的盟友关系为基础,以化解中印崛起带来不确定变量为重点,以插手热点敏感问题为手段,推行全球霸权主义战略的体现。＂围堵中国＂只是美国亚太战略的一部分。中国可利用美国亚太战略的空间错位,强化共同利益纽带,巩固周边安全格局,为推进小康社会建设和祖国统一大业,创造有利的外部条件。
