浅议公安院校的心理健康教育

通过对公安院校学生的心理健康状况的分析,可以看出公安院校学生的心理问题具有鲜明特点,这就要求公安院校应采取针对性的措施,实施有特色的心理健康教育,帮助学生提高心理健康水平,促进身心和谐发展,培养出合格的人民警察,将来才能承担起国家、社会、人民赋予的重任。

强化调查取证强调诉讼提示裁判文书说理——呼伦贝尔中级法院加强证据确保“案结事了”

呼伦贝尔市中级人民法院紧紧围绕审判工作大局,把案结事了作为审判工作的出发点和落脚点,通过强化法官调查取证和诉讼指导以及裁判文书的说理性,发挥法院审判职能作用,在事实清楚的基础上,促进当事人服判息诉。

Simultaneous Determination of 13 Anticoagulant Rodenticidesin Human Blood by Liquid Chromatography–Tandem Mass Spectrometry and its Application in Three Poisoning Cases

Anticoagulant rodenticides are widely used for rodent control around the world. A rapid and sensitive method was developed and validated for the simultaneous determination of 13 anticoagulant rodenticides (coumafuryl, pindone, valone, warfarin, coumatetralyl, coumachlor, diphacinone, dicumarol, chlorophacinone, bromadiolone, difenacoum, flocoumafen, and brodifacoum) in human blood by liquid chromatography–tandem mass spectrometry. After liquid–liquid extraction, the anticoagulant rodenticides were separated on an Eclipse Plus C18 column. Linearities were observed for each analyte in blood ranging from 0.5 to 50 ng/mL, with correlation coefficients over 0.99. The limits of detection ranged from 0.01 to 0.2 ng/mL, and the limits of quantification were 0.5 ng/mL for all analytes. The intraday and interday precisions were <15%, and accuracies ranged from 80.3% to 111.0%. This validated method with high sensitivity has been applied in three anticoagulant rodenticide poisoning cases and has been used successfully in monitoring blood concentrations for months.     

“PARADOX OF ENGLISH LAND LAW” — AN ENLIGHTENMENT TO LAND LAW REFORM IN CHINA

Since the founding of New China in 1949, the land law system with Chinese characteristics has been formed based on various practices, inter alia, the evolution of the rural land law system from the agrarian reform to the cooperative and people’s communes and further to the household contract responsibility system, which made historical contributions to the development of Chinese social economy. However, with the development of the practices and the deepening of the reform, China’s land law system is facing great challenges under the new circumstances. Although many differences exist between English land law and Chinese land law in the areas of legal form, the regulated objects and contents, English land law can provide some beneficial enlightenment to China’s land law reform. Particularly, the “paradox of English land law,” which presents the way how the English land law, as the law adjusting the basic property relations with many traditional factors, responds to the process of social and economic development with leaps and bounds.

仲裁财产保全决定机构之辩证与重构

财产保全作为一种法律上的强制性措施在任何国家通常都极受重视,其决定机关更是学界关注的焦点。我国仲裁财产保全只能由人民法院决定的做法目前在理论与实践中均面临尴尬,亟待解决与完善。本文通过对法院、仲裁庭和仲裁委员会决定仲裁财产保全的法律分析,结合国外相关制度的操作,提出了重构我国仲裁财产保全决定主体的设想,以期契合仲裁理论与实践的发展。
